RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

of June 12, 2018 No. 444

About measures for reducing and simplification of licensed procedures, and also improvement of business in oil and gas industry

(as amended on 16-08-2024)

For the purpose of further reducing and simplification of licensed procedures, and also the Cabinet of Ministers decides improvements of business in oil and gas industry:

1. Take into consideration that the Presidential decree of the Republic of Uzbekistan of April 11, 2018 is provided No. UP-5409 "About Measures for Further Reducing and Simplification of Licensed and Allowing Procedures in the field of Business Activity, and also to Improvement of Conditions of Business" since June 1, 2018:

introduction of procedure according to which all licenses for the right of implementation of separate types of activity are granted without restriction of term of their action (except licenses for the right of implementation of activities for production, conversion and oil sale, gas and gas condensate);

reducing terms of execution of separate licenses and documents of allowing nature in the field of business activity;

transfer of function on licensing of separate types of activity from the Cabinet of Ministers of the Republic of Uzbekistan to the relevant state bodies;

exception of structure of the Commission on licensing of these types of activity of representatives of the Cabinet of Ministers of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on ecology and environmental protection, the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition, the Ministry of Finance, Ministry of construction, the Ministry of Internal Affairs of the Republic of Uzbekistan.

2. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 21.02.2022 No. 80

3. Determine that the licenses for the right of implementation of sales activity of oil products which are earlier granted by the Cabinet of Ministers of the Republic of Uzbekistan (except realization of oil products through gas stations and exchange bureaus of oils) and on production, conversion and oil sale, gas and gas condensate are effective before the expiration of their action.

4. To Uzgosneftegazinspektion's commissions on licensing of activities for production, conversion and oil sale, gas and gas condensate, to designing, construction, operation and repair of trunk gas pipelines, oil pipelines and oil pipelines, and also on licensing of sales activity of oil products (except realization of oil products through gas stations and exchange bureaus of oils) to develop and approve in a month:

Regulations on the Commission on licensing of activities for production, conversion and oil sale, gas and gas condensate, to designing, construction, operation and repair of trunk gas pipelines, oil pipelines and oil pipelines;

Regulations on the Commission on licensing of sales activity of oil products (except realization of oil products through gas stations and exchange bureaus of oils).

5. In two-month time on the basis of inventory count of the licenses granted before entry into force of this resolution to provide to Uzgosneftegazinspektion the conclusion of license agreements with the licensees who obtained licenses for activities on:

to production, conversion and oil sale, gas and gas condensate, to designing, construction, operation and repair of trunk gas pipelines, oil pipelines and oil pipelines;

realization of oil products (except realization of oil products through gas stations and exchange bureaus of oils).

6. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 6.

7. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 7.

8. Uzgosneftegazinspektion together with other interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

9. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzbekneftegaz Sultanov A. S. and chief Uzgosneftegazinspektion Agzamov N. T.
