Regulations on the International youth project of the State Parties of the Commonwealth of Independent States "100 ideas for the CIS"

I. General provisions

1.1. The international youth project of the State Parties of the Commonwealth of Independent States "100 ideas for the CIS" (further – the Project) is carried out for the purpose of implementation of the Agreement of the State Parties of the CIS on cooperation in the field of work with youth of November 25, 2005, the Strategy of the international youth state cooperation – members of the CIS for the period till 2020 of December 10, 2010 and according to this Provision and the national legal system of the State Parties of the CIS.

1.2. This Provision determines the purposes and tasks, sales terms of the Project, the requirement to participants and execution of author's projects, procedure for their representation, evaluation criteria and the procedure of summing up the Project.

1.3. The project is directed to involvement of youth to the solution of tasks of innovative development of the State Parties of the CIS.

1.4. Council on cases of youth of the State Parties of the CIS (further – Council for cases of youth) performs general coordination of project implementation, creates Organizing committee of the Project (further – the Organizing committee) and determines the venue of the international stage (final) of the Project.

1.5. Organizers of the Project are the state bodies coordinating realization of youth policy in the State Parties of the CIS (further – Organizers).

1.6. The project is implemented with frequency of times in two years.

1.7. Official language of the Project – Russian.

II. Main terms

The author's project – the idea developed and provided by the author (group of authors) or product.

Advisory council – the group of experts in the different fields of science and technologies which carries out assessment of author's projects.

The project participant – the author (group of authors) which provided the author's project.

The nominee – the author's project which passed national (selection) stage.

The winner – the best author's project in the nomination.

III. Purposes and tasks

3.1. Main objective of the Project is activation of innovative activities of youth of the State Parties of the CIS, attraction it to the solution of tasks of social and economic development of the State Parties of the Commonwealth of Independent States.

3.2. Project tasks:

identification and assistance to implementation of the innovative ideas and projects which are of practical interest and the importance to social and economic development of the State Parties of the CIS;

establishment and development of contacts between the representatives of youth of the different countries who are dividing common interests and having the corresponding creative or academic capabilities;

development of cooperation of public organizations for the solution of public and social tasks;

assistance to forming in young people of the State Parties of the CIS of business and innovative culture;

creation of conditions for experience exchange and knowledge of youth of the State Parties of the CIS;

creation of databank about innovative youth projects and their authors.

IV. Project participants

4.1. Young people aged from 14 up to 35 years from the State Parties of the CIS, the provided author's projects can be project participants.

4.2. Participants whose author's projects became winners of last years can participate in the Project with the new author's project.

4.3. The project participant has the right:

4.3.1. Receive the consulting help from Organizers and the Organizing committee.

4.3.2. Determine in interaction with Organizers and the Organizing committee to what nomination the represented author's project belongs.

4.3.3. Obtain information on the course of carrying out the Project.

4.4. The project participant shall:

4.4.1. To get acquainted independently with this Provision placed on official Internet resources of the Project, the CIS, Organizers.

4.4.2. Take part in the Project according to the procedure and on the conditions determined by this Provision.

4.4.3. To independently incur all expenses connected with preparation of participation in the Project (including the expenses connected with Internet access).

V. Project sales terms

5.1. The project is carried out within two years and consists of two stages: national (selection) and international (final).
