About measures for enhancement of system of gardening and architectural and landscape designing of motor-roads

For the purpose of cardinal increase in level of architectural and art designing of motor-roads, forming of single system and integrated approach to placement of green plantings and improvement of roadside strips along motor-roads of the republic in close agreement with modern safety requirements of road traffic and environmental protection:

1. Assign to the State committee of the Republic of Uzbekistan on motor-roads additional tasks and functions on gardening and improvement of the territories, adjacent to motor-roads, having determined the priority directions it activities in this sphere:

the effective organization and practical implementation on system basis of the works connected with content in proper condition of the roadside territories, which are in strips of withdrawal of motor-roads by carrying out single state policy on forming and realization of modern approaches regarding zone architectural and art designing and landscaping of motor-roads;

the rational organization of research works taking into account broad use of the advanced modern technologies and international standards in the field of improvement and gardening of motor-roads, taking into account weather conditions of each region of the republic;

implementation by results of in-depth examination of the best international practices on protection of motor-roads and their structural components against impact of adverse weather and climatic factors of the most effective and successfully approved in practice modern methods and technologies of protection of the territories, adjacent to motor-roads, against transport pollution and emissions;

the high-quality organization based on subordinated highest and average special, professional educational institutions of preparation and retraining, taking into account modern requirements, highly qualified personnel for designing, architectural art designing and landscaping of motor-roads.

2. Transform Avtoyulkukalamzorlashtirish Unitary Enterprise under the State committee of the Republic of Uzbekistan on motor-roads to the Uzyulkukalamzorlashtirish unitary enterprise (further - Uzyulkukalamzorlashtirish Unitary Enterprise), having determined it the main objectives:

content of the roadside territories in borders of the allocated sites under motor-roads public;

development and the device of modern architectural and art designing and landscaping of motor-roads taking into account implementation of the advanced resource-saving technologies of watering and care of green plantings;

the organization in regions of the republic of specialized nurseries of ornamental plants for cultivation of saplings of ornamental plants, including by acquisition abroad new types of ornamental plants;

attraction, if necessary, the profile organizations to works on gardening, improvement and proper maintenance of the territories, adjacent to motor-roads;

rendering on contract basis of services in gardening and care of plants of the central streets of the large cities, and also to legal entities and physical persons.

3. Enter into structure:

central office of the State committee of the Republic of Uzbekistan on motor-roads position of the vice-chairman of the State committee of the Republic of Uzbekistan on motor-roads concerning gardening and improvement of motor-roads - directors Uzyulkukalamzorlashtirish Unitary Enterprise, with creation of management of gardening and improvement of motor-roads with the number of staff in number of 6 units;

territorial head departments on motor-roads of the Republic of Karakalpakstan and areas position of the deputy director concerning gardening and improvement of motor-roads, with creation of the relevant departments of gardening and improvement of motor-roads with the number of staff in number of 4 units;

the district road and operational companies and the operational linear companies under head departments for motor-roads of the Republic of Karakalpakstan and areas position of the deputy director concerning gardening and improvement of motor-roads.

4. Approve:

Organizational structure Uzyulkukalamzorlashtirish Unitary Enterprise according to appendix No. 1;

structure of management personnel Uzyulkukalamzorlashtirish Unitary Enterprise with extreme number of managerial personnel of 24 units according to appendix No. 2;

standard structure of territorial subdivisions Uzyulkukalamzorlashtirish Unitary Enterprise in the Republic of Karakalpakstan, areas and the city of Tashkent according to appendix No. 3.

5. Place Uzyulkukalamzorlashtirish Unitary Enterprise to the address: Tashkent, Mirzo Ulugbeksky district, Prospekt Mustakillik, 68.

6. To provide to the state committee of the Republic of Uzbekistan on motor-roads:

in a month approval of the charter Uzyulkukalamzorlashtirish Unitary Enterprise and its state registration;

in two-month time completion Uzyulkukalamzorlashtirish Unitary Enterprise highly qualified personnel on designing, architectural art designing and landscaping of motor-roads.

7. Determine that since October 1, 2017:

in design estimates parameters on construction and reconstruction of motor-roads complex actions for gardening of the adjacent territories of designed projects, except for the parcels of land occupied with agricultural holdings and mountain and stony zones are without fail provided;

work on gardening and improvement of motor-roads public, and also on contract basis of the respective streets of the cities is performed by territorial subdivisions Uzyulkukalamzorlashtirish Unitary Enterprise.

8. To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent together with the State committee of the Republic of Uzbekistan on land resources, geodesy, cartography and the state inventory, the State committee of the Republic of Uzbekistan on forestry management, the Ministry of agricultural and water economy of the Republic of Uzbekistan in three-months time provision Uzyulkukalamzorlashtirish Unitary Enterprise of the irrigated lands for the organization of specialized nurseries of ornamental plants for cultivation, selection and adaptation to local weather conditions of saplings of ornamental plants.

9. Academies of Sciences of the Republic of Uzbekistan on system basis in coordination with the State committee of the Republic of Uzbekistan on motor-roads to carry out research works on introduction of new types of the wood and shrubby breeds intended for disembarkation along motor-roads.

10. Uzyulkukalamzorlashtirish Unitary Enterprise to provide to the state committee of the Republic of Uzbekistan on forestry management to the organization of specialized nurseries for requests provision, on contract basis, high-quality planting stock of decorative breeds of wood and shrubby plants for landing along motor-roads.

11. Uzyulkukalamzorlashtirish Unitary Enterprise to provide to JSC Uzbekenergo and JSC Uztransgaz according to requests, on accessories, leading of power networks and further uninterrupted supply of energy resources to needs of specialized nurseries of ornamental plants Uzyulkukalamzorlashtirish Unitary Enterprise, and also their connection to engineering networks.
