1. Approve Regulations on procedure for issue of licenses for right to use by the subsoil plots containing nonmetallic minerals according to appendix.

2. To the state committee of the Republic of Uzbekistan on geology and mineral resources:

perform issue of licenses for right to use by the subsoil plots containing nonmetallic minerals it is strict according to this resolution;

provide efficient control of target use and rational development of the subsoil plots containing nonmetallic minerals;

together with the Ministry of development of information technologies and communications of the Republic of Uzbekistan to implement electronic system of application for receipt of the license for right to use by the subsoil plots containing nonmetallic minerals in a month.

3. Determine that:

consideration of earlier submitted applications for receipt of licenses for right to use by the subsoil plots containing nonmetallic minerals will be complete according to procedure for issue of licenses for right to use by the subsoil plots containing nonmetallic minerals, the established this resolution;

issue of licenses for right to use by the subsoil plots containing nonmetallic minerals by which winners in the public biddings are earlier determined is performed according to this resolution after payment by them in the Government budget of the Republic of Uzbekistan of the amount of the financial offer at the scheduled time.

Regulations on procedure for issue of licenses for right to use by the subsoil plots containing nonmetallic minerals

Chapter 1. General provisions

1. This Provision determines procedure for issue of licenses for right to use by the subsoil plots containing nonmetallic minerals.

2. The subsoil containing nonmetallic minerals is provided on the basis of the license for:

geological studying;

production;

uses of technogenic mineral educations.

3. Licenses are, as a rule, granted separately on each type of use of natural resources determined by Item 2 this provision.

4. Licenses are granted by the State committee of the Republic of Uzbekistan on geology and mineral resources (further - Goskomgeologiya).

5. Receipt of the license is not required in cases, the stipulated in Article 31 Law of the Republic of Uzbekistan "About subsoil", and also in case of the clearing of beds of the rivers, channels and collectors which is not connected with mining.

Simultaneous issue of several licenses for right to use by subsoil plots to one subsoil user, including for development of close located fields of nonmetallic minerals is allowed if according to the executed technical and economic calculations only their joint development by one subsoil user is profitable.

11. At the same time several licenses for right to use by subsoil plots to one subsoil user for development of fields of different types of nonmetallic minerals which mineral raw materials are necessary component for production of separate types of construction and other materials and products can be granted.
