About cooperation on water management questions
The ministry of agricultural and water economy of the Republic of Uzbekistan and the Ministry of agricultural and water economy of Turkmenistan which are hereinafter referred to as "Party"
being guided by regulations of the Agreement between the Republic of Uzbekistan and Turkmenistan on cooperation on water management questions of January 16, 1996, Agreements between the Government of the Republic of Uzbekistan and the Government of Turkmenistan on crossing of the Uzbek-Turkmen border by persons servicing the economic objects located in the territories of border areas of November 19, 2004 and the Agreement between the Government of the Republic of Uzbekistan and the Government of Turkmenistan on cooperation in the field of operation and carrying out rescue and recovery operations on the economic objects of the Republic of Uzbekistan and Turkmenistan located in the border territories of the states of the Parties of March 10, 2008 and also other international treaties which participants are the states of the Parties
confirming need for fair and reasonable use of water resources of interstate sources on the basis of the principles of mutual respect and taking into account the universally recognized norms and the principles of international law,
considering aspiration to development of single line item in cooperation questions in the field of use of cross-border (interstate) water currents,
emphasizing importance of building-up of scientific and technical and information potential as bases of the integrated water resources management and improvement of ecological condition of the basin of the Aral Sea,
recognizing that the approved and purposeful measures for water conservation, effective management and rational use of water resources are basis for ensuring water safety in river basin Amu Darya against the background of the growing requirements of water and reduction of water resources as a result of climate change and other factors,
agreed as follows:
The parties within the competence develop cooperation with the purpose of acceptance of collateral actions on steady management of transboundary water resources, improvement of water security in river basin Amu Darya, and also take measures for ensuring effective implementation of international treaties which participants are the states of the Parties.
The parties perform close cooperation in questions of joint management, rational use and accounting of water resources of the Amu Darya River. For this purpose Parties:
a) take adequate measures on ensuring distribution of water resources according to legal decisions of the Interstate Coordination Water Management Commission (ICWMC);
b) in shallow years on the parity basis limit water intake on average current for non-admission of acute shortage of water in the lower watercourse of Amu Darya;
c) jointly consider and exercise water resources management of the lower watercourse of Amu Darya;
d) for increase in efficiency of use of water resources of the Amu Darya River, including the Tuyamuyunsky water storage basin in coordination perform measures for carrying out flushing works of the irrigated lands in the lower watercourse;
e) in coordination perform the actions directed to improvement of regulation of water resources of average and lower watercourse Amu Darya and increase in water security of the irrigated lands of the states of the Parties;
e) taking into account ecological requirements in a complex solve problems of use of collector and drainage waters.
The parties within the competence will render assistance concerning the omission through the Turkmen-Uzbek border of employees of service personnel of water management objects, motor transport, mechanisms, the equipment and special equipment, import and export of spare parts according to the approved lists, and also for the emergency crossing of Frontier in case of emergencies on water management objects, including at night days, to employees of service personnel and the journey of motor transport, mechanisms and the special equipment necessary for liquidation of emergencies.

The parties agreed to perform the coordinated actions and to render technical, information and other assistance according to the omission of flood waters and in fight against floods, and also in the prevention, prevention and mitigation of consequences of other natural disasters and emergency situations.

The parties cooperate in carrying out joint surveys and developments in the field of effective management and rational use of water resources, safety of hydraulic engineering constructions, meliorative improvement of the irrigated lands. For this purpose, the Parties activate the research and innovative programs directed, in particular, on:
a) further development of actions for rational use of water resources, implementation of water saving technologies, advanced methods of irrigation and technology of watering, water accounting and water measurement;
b) implementation of measures, providing improvement of technical condition and increase in reliability of hydraulic engineering constructions;
c) improvement of meliorative condition, increase in productivity of the irrigated lands and reuse of collector and drainage waters;
d) development and realization of specific actions for improvement of social and economic situation in Priaralye and to accounting of requirements of ecosystems in water management activities.
2, the Parties consider results of joint scientifically research programs and will make efforts on practical realization of positive results.
3. The parties will coordinate activities and to give mutual support searching, initiation and realization of joint projects on water management questions, and also in attraction of financial resources for their realization.
1. The parties within the powers perform exchange:
a) data on use of collector and drainage waters;
b) the experience accumulated in scopes and uses of water saving technologies, advanced methods of irrigation and technology of watering, water accounting and water measurement, and also reuse of collector and drainage waters;
c) experience of use of the best technologies in the field of rational use and protection of water resources;
d) information on the undertaken and planned measures for prevention, restriction and reducing cross-border impact.
2. Exchange of information is performed on bilateral basis, and also through bodies of MKVK.
