According to Item 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix № 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and being guided by the Decision of Board of the Eurasian economic commission of November 6, 2014 № 200, the Board of the Eurasian economic commission decided:

Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming and maintaining the unified register of the radio-electronic means and high-frequency devices including which are built in or being part of other goods permitted for import to customs area of the Eurasian Economic Union";

Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming and maintaining the unified register of the radio-electronic means and high-frequency devices including which are built in or being part of other goods permitted for import to customs area of the Eurasian Economic Union";

The description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming and maintaining the unified register of the radio-electronic means and high-frequency devices including which are built in or being part of other goods permitted for import to customs area of the Eurasian Economic Union";

Procedure for accession to general process "Forming and maintaining the unified register of the radio-electronic means and high-frequency devices including which are built in or being part of other goods permitted for import to customs area of the Eurasian Economic Union".

2. Ask state members of the Eurasian Economic Union to provide accomplishment of the procedure of enforcement of general process "Forming and maintaining the unified register of the radio-electronic means and high-frequency devices including which are built in or being part of other goods permitted for import to customs area of the Eurasian Economic Union" within 9 months from the date of the introduction of this Decision in force.

3. This Decision becomes effective after 30 calendar days from the date of its official publication.

Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming and maintaining the unified register of the radio-electronic means and high-frequency devices including which are built in or being part of other goods permitted for import to customs area of the Eurasian Economic Union"

I. General provisions

1. These rules are developed according to the following acts incoming the right of the Eurasian Economic Union (further – the Union):

The agreement on the Eurasian Economic Union of May 29, 2014;

The decision of Board of the Euroasian economic commission of November 6, 2014 No. 200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

The decision of Board of the Eurasian economic commission of January 27, 2015 No. 5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";

The decision of Board of the Euroasian economic commission of April 14, 2015 № 29 "About the list of general processes within the Eurasian Economic Union and modification of the Decision of Board of the Euroasian economic commission of August 19, 2014 № 132";

The decision of Board of the Eurasian economic commission of April 21, 2015 No. 30 "About measures of non-tariff regulation";

The decision of Board of the Euroasian economic commission of June 9, 2015 №63 "About the Analysis technique, optimization, harmonizations and descriptions of general processes within the Eurasian Economic Union";

The decision of Board of the Eurasian economic commission of September 28, 2015 No. 125 "About approval of the Regulations on exchange of electronic documents in case of cross-border interaction of public authorities of state members of the Eurasian Economic Union among themselves and with the Eurasian economic commission".

II. Scope

2. These rules forming and maintaining the unified register of the radio-electronic means and high-frequency devices including which are built in or being part of other goods permitted for import to customs area of the Eurasian Economic Union" (further – general process), including the description of the procedures performed within this general process are developed for the purpose of determination of procedure and conditions of information exchange between participants of general process ".

3. These rules are applied by participants of general process in case of control of execution order of procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.

III. Basic concepts

4. For the purposes of these rules the concept "condition of information object of general process" means property which characterizes information object at certain stage of accomplishment of the procedure of general process and which changes in case of accomplishment of transactions of general process.

The concepts "high-frequency devices" and "radio-electronic means" used in these rules are applied in the values determined by Regulations on import to customs area of the Eurasian Economic Union of radio-electronic means and high-frequency devices of civil assignment, including which are built in or being part of other goods (appendix No. 15 to the Decision of Board of the Eurasian economic commission of April 21, 2015 No. 30 "About measures of non-tariff regulation").

The concepts "group of procedures of general process", "information object of general process", "contractor", "transaction of general process", "procedure of general process" and "participant of general process" used in these rules are applied in the values determined by the Analysis technique, optimizations, the harmonization and the description of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of June 9, 2015 No. 63.

IV. Main data on general process

5. Full name of general process: "Forming and maintaining the unified register of the radio-electronic means and high-frequency devices including which are built in or being part of other goods permitted for import to customs area of the Eurasian Economic Union".

1. Purpose and tasks of general process

7. The purpose of general process is acceleration of accomplishment of the ministerial procedures connected with the state control, performed when importing radio-electronic means and high-frequency devices due to the forming of the unified register of the radio-electronic means and high-frequency devices including which are built in or being part of other goods and ensuring its use by authorized bodies and all interested persons.

8. For goal achievement of general process it is necessary to solve the following problems:

a) create within the integrated information system of the Eurasian Economic Union (further – the integrated system) the register containing data on the radio-electronic means and high-frequency devices including which are built in or being part of other goods when which importing to customs area of the Union submission of the license or conclusion (allowing document) is not required (further – the unified register of RES and VChU);

b) provide possibility of receipt of data by interested persons from the unified register of RES and VChU on information portal of the Union;

c) provide the automated representation of state members of the Union by authorized bodies (further respectively – authorized bodies, state members) the data for inclusion in the unified register of RES and VChU, and also exception of data of the unified register of RES and VChU;

d) provide the automated submission of data from the unified register of RES and VChU through the integrated system for the purpose of use in information systems of authorized bodies;

e) provide use by participants of general process of single qualifiers and reference books.

2. Participants of general process

9. The list of participants of general process is provided in table 1.

3. Structure of general process

10. General process represents set of the procedures grouped according to the destination:

procedures of forming and maintaining the unified register of RES and VChU;

procedures of representation of data to authorized bodies from the unified register of RES and VChU;

procedures of representation of data to interested persons from the unified register of RES and VChU.

11. In case of performing procedures of general process forming and maintaining the unified register of RES and VChU based on offers on inclusion of data in the unified register of RES and VChU or exception of data of the unified register of RES and VChU received from the authorized bodies representing offers and also submission of data from the unified register of RES and VChU to the authorized bodies requesting data and interested persons is performed.

When forming the unified register of RES and VChU the following procedures of general process included in group of procedures of forming and maintaining the unified register of RES and VChU are performed:

submission to the Commission of data for inclusion in the unified register of RES and VChU;

submission to the Commission of data for exception of the unified register of RES and VChU;

request for proposals about inclusion of data in the unified register of RES and VChU;

submission to the Commission of the decision on the offer on inclusion of data in the unified register of RES and VChU.

In case of representation to the authorized bodies requesting data, the data containing in the unified register of RES and VChU the following procedures of general process included in group of procedures of representation of data to authorized bodies of the unified register of RES and VChU are performed:

receipt of information on date and time of updating of the unified register of RES and VChU;

receipt of information on the changes entered in the unified register by RES and VChU;

receipt of data from the unified register of RES and VChU.

In case of representation to interested persons of the data containing in the unified register of RES and VChU the "Receipt of Data from the Unified Register of RES and VChU through Information Portal of the Union" procedure included in group of procedures of representation of data to interested persons of the unified register of RES and VChU is performed.

13. The execution order of the procedures of general process grouped according to the destination including the disaggregated activity description, is given in the Section VIII of these rules.

14. For each group of procedures the general scheme showing communications between procedures of general process and procedure for their accomplishment is provided. The general scheme of procedures is constructed with use of the graphical notation of UML (unified modeling language – Unified Modeling Language) and supplied with the text description.

4. Group of procedures of forming and maintaining the unified register of RES and VChU

15. Performing procedures of forming and maintaining the unified register of RES and VChU begins with the moment of receipt by the Commission of the offer on inclusion of data in the unified register of RES and VChU or exception of data of the unified register of RES and VChU.

In case of performing procedures of forming and maintaining the unified register of RES and VChU the authorized body representing the offer creates and represents the offer on inclusion of data in the unified register of RES and VChU or the offer on exception of the data containing in the unified register of RES and VChU to the Commission.

Submission of the specified data is performed according to Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming and maintaining the unified register of the radio-electronic means and high-frequency devices including which are built in or being part of other goods resolved for import to customs area of the Eurasian Economic Union", the approved Decision of Board of the Eurasian economic commission of June 26, 2018 No. 104 (further – Regulations of information exchange).

The format and structure of the represented data shall match the Description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming and maintaining the unified register of the radio-electronic means and high-frequency devices including which are built in or being part of other goods permitted for import to customs area of the Eurasian Economic Union", to No. 104 approved by the Decision of Board of the Eurasian economic commission of June 26, 2018 (further – the Description of formats and structures of electronic documents and data).

In case of submission by the authorized body representing the offer to the Commission of the offer on inclusion of data in the unified register of RES and VChU the "Submission to the Commission of Data for Inclusion in the Unified Register of RES and VChU" procedure is performed (P.LL.02.PRC.001).

In case of submission by the authorized body representing the offer to the Commission of the offer on exception of the data containing in the unified register of RES and VChU the "Submission to the Commission of Data for Exception of the Unified Register of RES and VChU" procedure is performed (P.LL.02.PRC.002).

For review offers on inclusion of data in the unified register of RES and VChU the authorized body requesting data daily requests data on the offers which are stored in the Commission. When implementing request the "Request for Proposals about Inclusion of Data in the Unified Register of RES and VChU" procedure is performed (P.LL.02.PRC.003).

In case of submission by the authorized body considering the offer to the Commission of the decision on the offer on inclusion of data in the unified register of RES and VChU the "Submission to the Commission of the Decision on the Offer on Inclusion of Data in the Unified Register of RES and VChU" procedure is performed (P.LL.02.PRC.004).

5. Group of procedures of representation of data to authorized bodies of the unified register of RES and VChU

18. Procedures of representation of data to authorized bodies are carried out from the unified register of RES and VChU in case of receipt of the corresponding request from information systems of the authorized bodies requesting data.

Within performing procedures of representation to the authorized bodies requesting data, the data containing in the unified register of RES and VChU the following types of the requests arriving from information systems of the authorized bodies requesting data are processed:

information request about date and time of updating of the unified register of RES and VChU;

information request about the changes entered in the unified register by RES and VChU;

request of data from the unified register of RES and VChU.

Information request about date and time of updating of the unified register of RES and VChU is carried out by the authorized body requesting data, for the purpose of assessment of need of synchronization stored in information system of the authorized body requesting data, data on radio-electronic means and high-frequency devices with the data which are containing in the unified register of RES and VChU and stored in the Commission. When implementing request the "Receipt of Information on Date and Time of Updating of the Unified Register of RES and VChU" procedure is performed (P.LL.02.PRC.005).

In case of information request about the changes entered in the unified register by RES and VChU data which were added to the unified register of RES and VChU are represented or are excluded since the moment specified in request until accomplishment of this request. When implementing request the "Receipt of Information on the Changes Entered in the Unified Register by RES and VChU" procedure is performed (P.LL.02.PRC.006).

The request of data is carried out from the unified register of RES and VChU for the purpose of obtaining by the authorized body requesting data, data on all radio-electronic means and high-frequency devices included in the unified register of RES and VChU which are stored in the Commission. The data containing in the unified register of RES and VChU are requested or in full (taking into account historical data), or as of certain date. The request of data from the unified register of RES and VChU is in full used in case of initial loading of data on radio-electronic means and high-frequency devices in information system of the authorized body requesting data, for example, in case of initsilization of general process, connection to it of the new participant of general process, recovery of information after failure. When implementing request the "Receipt of Data from the Unified Register of RES and VChU" procedure is performed (P.LL.02.PRC.007).

6. Group of procedures of representation of data to interested persons of the unified register of RES and VChU

21. Procedures of representation of data to interested persons are carried out from the unified register of RES and VChU by means of use of information portal of the Union.

In case of submission of data through information portal of the Union the web interface of this portal or services placed on this portal are used. When using the web interface the user in window of the browser sets search options and (or) unloadings of the data containing in the unified register of RES and VChU carries out work with information from the unified register of RES and VChU provided in browser window.

When using the services placed on information portal of the Union, interaction is performed between information system of the interested person and information portal of the Union.
