Based on subitem 8.10 of Item 8 of the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445, National Statistical Committee of the Republic of Belarus DECIDES: 

1. Approve the Method of calculation of amount of transportations of passengers, passenger turnover of road transport and indexes of transportations of passengers, passenger turnover it (is applied) and to enact it since calculation of amount of transportations of passengers, passenger turnover of road transport and indexes of transportations of passengers, passenger turnover for January, 2018.

2. Recognize invalid:

the resolution of National Statistical Committee of the Republic of Belarus of November 27, 2015 No. 192 "About approval of the Method of calculation of amount of transportations of passengers, passenger turnover of road transport and indexes of transportations of passengers, passenger turnover" (The national legal Internet portal of the Republic of Belarus, 11.12. 2015, 7/3329);

the resolution of National Statistical Committee of the Republic of Belarus of November 28, 2016 No. 184 "About modification of the Method of calculation of amount of transportations of passengers, passenger turnover of road transport and indexes of transportations of passengers, passenger turnover" (The national legal Internet portal of the Republic of Belarus, 10.12. 2016, 7/3665).

3. This resolution becomes effective since January 22, 2018.

Method of calculation of amount of transportations of passengers, passenger turnover of road transport and indexes of transportations of passengers, passenger turnover

Chapter 1. General provisions

1. This Technique establishes procedure of payments National Statistical Committee of amount of transportations of passengers, passenger turnover of road transport and indexes of transportations of passengers, passenger turnover.

2. According to the nation-wide qualifier of the Republic of Belarus OKRB 005-2011 "Types of economic activity" approved by the resolution of the State committee on standardization of the Republic of Belarus of December 5, 2011 No. 85, (further – OKED), activities for transportation of passengers cover city and suburban transportations by buses in the regular message, transportations by electrobuss, activities of taxi, transportation by buses in the regular message, except city and suburban, other transportations of passengers by road transport in the irregular message (codes 49311, of 49316, of 49321, of 49391, 49392 OKED).

3. The amount of transportations of passengers of road transport consists of amounts of transportations of passengers of buses and automobile cars taxi.

The amount of transportations of passengers of buses consists of amounts of transportations of passengers of buses:

legal entities, separate divisions of the legal entities performing passenger traffic, the legal entities performing functions of the customer of city, suburban and long-distance motor transportations of passengers in the regular message by buses of individual entrepreneurs, the legal entities providing the organization of motor transportations of passengers in the regular message with buses of individual entrepreneurs in certain territory (further – the organizations);

the individual entrepreneurs transporting passengers by buses in the irregular message.

The amount of transportations of passengers of automobile cars taxi consists of amounts of transportations of passengers of automobile cars taxi of the organizations which type of economic activity are activities of taxi (further – automobile cars taxi of the organizations), and individual entrepreneurs.

4. The passenger turnover of road transport consists of passenger turnover of buses and automobile cars taxi.

The passenger turnover of buses consists of passenger turnover of buses of the organizations and individual entrepreneurs transporting passengers by buses in the irregular message.

The passenger turnover of automobile cars taxi consists of passenger turnover of automobile cars taxi of the organizations and individual entrepreneurs.

5. Calculation of amount of transportations of passengers, passenger turnover of buses is performed on the republic, areas and Minsk in month, quarter, the period since the beginning of year and for the whole year.

Calculation of amount of transportations of passengers, passenger turnover of buses for quarter, from the beginning of year, in year is performed by summing of settlement data on amount of transportations of passengers, passenger turnover of buses in months.

Calculation of amount of transportations of passengers, passenger turnover of automobile cars taxi is performed on the republic, areas and Minsk in year.

The amount of transportations of passengers, passenger turnover of road transport on the republic turns out summing of settlement data on areas and Minsk.

6. Calculation of indexes of transportations of passengers, passenger turnover is performed on the republic, areas and Minsk in month, quarter, the period since the beginning of year and for the whole year.

7. For the purposes of this Technique the following main terms and their determinations are used:

the basic period - the period with which comparison is made;

index of transportations of passengers and index of passenger turnover - the relative statistics characterizing change respectively an amount of transportations of passengers and passenger turnover in time;

amount of transportations of passengers - number of the passengers transported for certain period of time;

passenger turnover - amount of work of transport on transportations of passengers. Unit of measure is the passenger-kilometer, that is movement of 1 passenger of distance to 1 kilometer. legal entities with average number of workers in year 101 persons and more, separate divisions of legal entities which main type of economic activity are other transportations of passengers by road transport in the irregular message; which types of economic activity are city and suburban transportations by buses in the regular message, transportations by buses in the regular message, except city and suburban, transportations by electrobuss;
