About cooperation in the field of health care, medical education and science

The government of the Republic of Uzbekistan and the Government of the Russian Federation which further are referred to as with the Parties

wishing to promote further development and deepening of cooperation between two states in the field of health care, medical education and science,

based on provisions of the Contract on strategic partnership between the Republic of Uzbekistan and the Russian Federation of June 16, 2004 and the Agreement on the allied relations between the Republic of Uzbekistan and the Russian Federation of November 14, 2005,

realizing feasibility of combination of efforts of both states in the solution of number of problems in the field of health care, the medical education and science which are of mutual interest

recognizing that the cooperation in the field of health care, medical education and science will make contribution to strengthening of friendly relations between two states,

agreed as follows:

Article 1

The parties develop cooperation in the field of health care, medical education and science, realize measures for ensuring sanitary and epidemiologic wellbeing of the population on the basis of the principles of equality, accounting of mutual interests and according to the legislation of the states of the Parties.

Article 2

The parties encourage and support direct contacts between the Russian and Uzbek organizations in the field of health care, medical education and science.

Article 3

The parties perform cooperation on topical issues in the field of health care, medical education and science in the following directions:

the organization of national health care system and management of activities in the field of health care;

the diseases constituting danger to people around including tuberculosis, the disease caused by human immunodeficiency virus (HIV infection) and other diseases;

noninfectious diseases, including prevention, diagnostics and treatment of cardiovascular, oncological, endocrine and other diseases;

health protection of mother and child;

questions of state regulation in the field of drug circulation for medical application and medical products;

production of medicines for medical application and medical products;

ensuring sanitary and epidemiologic wellbeing of the population;

promotion of healthy lifestyle;

health and environment;

hygiene of food;

medicine of catastrophic crashes;

training, retraining and advanced training of specialists in the field of health care;

other directions of cooperation in the field of health care, medical education and science approved by competent authorities of the states of the Parties.

Article 4

The cooperation within this agreement is performed in shape:

exchange of information of normative and legal, statistical and analytical property in the field of health care in the directions specified in Article 3 of this agreement;

exchange of specialists, teachers and students;

participations of specialists, teachers and students in the congresses, scientific conferences and other actions organized by one of the Parties;

carrying out joint scientific research;

other forms of cooperation approved by competent authorities of the states of the Parties.

Article 5

All expenses connected with execution of this agreement including on sending of agents of the parties and their accommodation in the territory of the host state, the Party bear independently if do not agree about other.

Article 6

Competent authorities, actionees of this agreement, are:

from the Uzbek Side:

Ministry of Health of the Republic of Uzbekistan;

State and joint-stock concern "Uzfarmsanoat";

from the Russian Side:

Ministry of Health of the Russian Federation;

Ministry of Industry and Trade of the Russian Federation.

Article 7

For the purpose of ensuring implementation of this agreement competent authorities of the states of the Parties:

approve the programs and plans providing specific actions for accomplishment of this agreement;

if necessary hold meetings with participation of representatives of competent authorities and other organizations of the states of the Parties on the questions connected with development of cooperation in the field of health care, medical education and science.

Article 8

According to the legislation of the state of each of the Parties and international treaties which participants are the Republic of Uzbekistan and the Russian Federation the Parties take necessary measures for ensuring legal protection of results of intellectual activities, and also for non-admission of illegal use of intellectual activities and intellectual property.

The procedure for distribution of the rights to the results of intellectual activities created, used or transferred in the course of implementation of this agreement, their legal protection and use, and also procedure for the protection and use of the intellectual property created, used or transferred in the course of implementation of this agreement are subject of free bilateral agreements.

Article 9

Any disagreements between the Parties connected with interpretation or application of this agreement and also matters of argument which can arise in case of accomplishment of this agreement are permitted by the Parties by carrying out consultations and negotiations.

Article 10

Changes can be made to this agreement in the consent of the Parties and additions which are drawn up by separate protocols are integral part of this agreement and become effective according to the procedure, stipulated in Article the 11th this agreement.

Article 11

This agreement becomes effective from the date of its signing and is valid before the expiration of six months from the date of receipt by one Party through diplomatic channels of the adequate written notice of other Party of its intention to stop its action.

Cancellation of this agreement does not affect accomplishment of the existing programs, plans and arrangements realized within this agreement if the Parties not is otherwise agreed.

It is made in the city of Moscow on April 5, 2017 in duplicate, everyone in the Uzbek and Russian languages, and both texts are equally authoritative.
