About approval of regulations of the state service of National Bank of the Republic of Kazakhstan "Accounting registration of the collection agencies"

1. Approve the enclosed regulations of the state service "Accounting Registration of the Collection Agencies".

2. To management of organizational work and control (Itimgenov A. A.) in the procedure established by the legislation of the Republic of Kazakhstan to provide:

1) together with Legal department (Sarsenov N. V.) state registration of this resolution in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this resolution the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this resolution on official Internet resource of National Bank of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this resolution submission to Legal department of data on execution of the actions provided by subitems 2), 3) of this Item and Item 3 of this resolution.

3. To management on consumer protection of financial services and external communications (Terentyev A. L.) provide within ten calendar days after state registration of this resolution the direction it to the copy on official publication in periodic printing editions.

4. To impose control of execution of this resolution on the vice-chairman of National Bank of the Republic of Kazakhstan Galiyeva D. T.

5. This resolution becomes effective after twenty one calendar days after day of its first official publication.

Regulations of the state service "Accounting Registration of the Collection Agencies"

Chapter 1. General provisions

1. Name of the service provider: National Bank of the Republic of Kazakhstan.

2. The state service "Accounting Registration of the Collection Agencies" (further - the state service) appears territorial branches of National Bank of the Republic of Kazakhstan (further - the service provider) to legal entities (further - uslugopoluchatel).

Result of rendering the state service: the notification of uslugopoluchatel on its entering into the register of the collection agencies with indication of number of registration or the motivated answer about causes of failure in rendering the state service (further - refusal) on the bases, stipulated in Item the 10th standard of the state service "Accounting Registration of the Collection Agencies" approved by the resolution of Board of National Bank of the Republic of Kazakhstan of January 11, 2018 No. 2, registered in the Register of state registration of regulatory legal acts at No. 16571 (further - the standard).

Chapter 2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

6. Contents of each procedure (action) which is part of process of rendering the state service, duration of its accomplishment, and also result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):

1) acceptance and document registration, submitted by uslugopoluchatel, document transfer for review to the head of the service provider by the responsible person of the service provider, the representative on acceptance and registration of correspondence - in day of receipt of the statement;

2) consideration of documents, imposing of the resolution by the head of the service provider - in day of receipt of the statement;

3) consideration of documents, determination of the contractor, document transfer to it on execution by the division manager, responsible for rendering the state service (further - responsible division) - in day of receipt of the statement;

the procedures provided by subitems 1), 2) and 3) of this Item are performed within 1 (one) working day;

4) check of completeness of the submitted documents:

in case of establishment of incompleteness of the submitted documents preparation of motivated refusal in further review of the statement (further - refusal in consideration the statement), signing of refusal in consideration of the application at the head of the service provider, issue of refusal in consideration of the application to uslugopoluchatel the contractor of responsible division - within 1 (one) working day;

in case of establishment of completeness of documents, consideration of documents regarding compliance to requirements of the legislation of the Republic of Kazakhstan, preparation of drafts of the order on inclusion of the collection agency in the territorial list of the collection agencies (further - the order), notifications of the collection agency on entering into the register of the collection agencies (further - the notification) or refusal, the direction of documents for coordination to the head of responsible division by the contractor - within 5 (five) working days;

5) coordination of drafts of the order, notification or refusal, the direction for legal examination to the legal expert the head of responsible division - within 2 (two) working days from the moment of receipt of documents for coordination;

6) consideration by the legal expert of the arrived documents regarding compliance to requirements of the legislation of the Republic of Kazakhstan, coordination of drafts of the order, notification or refusal, transfer of negotiation documents to the contractor of responsible division - within 2 (two) working days from the moment of receipt of documents for coordination;
