1. Approve:

1) regulations of the state service "Inclusion in the Register of the Payment Institutes Which Underwent Accounting Registration in National Bank of the Republic of Kazakhstan" according to appendix 1 to this resolution;

2) regulations of the state service "Issue of Consent to Carrying Out Voluntary Reorganization (Accession, Merge, Separation, Allocation, Transformation) of Payment Institutes" according to appendix 2 to this resolution.

2. To management of organizational work and control (Itimgenov A. A.) in the procedure established by the legislation of the Republic of Kazakhstan to provide:

1) together with Legal department (Sarsenov N. V.) state registration of this resolution in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this resolution the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this resolution on official Internet resource of National Bank of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this resolution submission to Legal department of data on execution of the actions provided by subitems 2), 3) of this Item and Item 3 of this resolution.

3. To management on consumer protection of financial services and external communications (Terentyev A. L.) provide within ten calendar days after state registration of this resolution the direction it to the copy on official publication in periodic printing editions.

4. To impose control of execution of this resolution on the vice-chairman of National Bank of the Republic of Kazakhstan Galiyeva D. T.

5. This resolution becomes effective after ten calendar days after day of its first official publication, except for the subitem 1) of Item 1 of this resolution which becomes effective after twenty one calendar days after day of its first official publication.

Chapter 1. General provisions

1. Name of the service provider: National Bank of the Republic of Kazakhstan.

The state service "Inclusion in the Register of the Payment Institutes Which Underwent Accounting Registration in National Bank of the Republic of Kazakhstan" (further - the state service) appears National Bank of the Republic of Kazakhstan (further - the service provider).

1) acceptance and document registration, submitted by uslugopoluchatel, document transfer for review to the head of the service provider by the responsible person of the service provider, the representative on acceptance and registration of correspondence - in day of receipt of the statement;

2) consideration of documents, imposing of the resolution management of the service provider - in day of document transfer;

3) consideration of documents, determination of the contractor, document transfer to it on execution by the division manager, responsible for rendering the state service (further - responsible division) - in day of receipt of documents from management of the service provider;

4) check of completeness of the submitted documents:

in case of factual determination of incompleteness of the submitted documents preparation of written motivated refusal in further review of the statement (further - refusal in consideration of the application), signing of refusal in consideration of the application at management of the service provider, issue of refusal in consideration of the application to uslugopoluchatel the contractor of responsible division - within 3 (three) working days;
