About military cooperation

The Ministry of Defence of the Republic of Belarus and the Ministry of Defence of the Republic of Uzbekistan which are hereinafter referred to as with the Parties

based on the principles of equality, mutual respect and reciprocity,

for the purpose of development of friendship in military area and deepenings of mutual understanding between military departments of both states,

agreed as follows:

Article 1 Purpose

The purpose of this agreement is creation of basis for military cooperation between the Parties within the powers determined by national legal systems of their states.

Article 2 Status of the Agreement

This agreement does not contradict national legal systems of the states and provisions of international treaties which participants are the states of the Parties.

Article 3 of the Sphere of cooperation

The parties perform cooperation according to the national legal system of the states in the following areas:

international security and defense policy;

comprehensive training of troops;

training of the military personnel and specialists, training of research and educational personnel;

culture and sport.

By mutual consent of the Party can cooperate in other spheres which correspond to mutual interests.

Article 4 of Form of cooperation

The cooperation between the Parties is performed in the following forms:

official visits, working meetings and consultations of delegations of the Parties;

participation in conferences and seminars, and also actions for operational and combat training at the bilateral and multilateral levels;

experience exchange and information between military departments of the Parties;

implementation of other forms of cooperation which are mutually approved by the Parties.

Article 5 Plan of Bilateral Cooperation

For the purpose of implementation of this agreement of the Party annually develop and approve the plan of bilateral cooperation for the next calendar year.

The plan of bilateral cooperation includes the list of the actions approved the forthcoming year, time and the place of their carrying out, responsible bodies, quantity the participating and other questions connected with the organization and holding actions.

Article 6 Financial liabilities

The Parties perform the financial expenses connected with implementation of actions in the field of military cooperation on the basis of the mutual arrangement.

The financial calculations connected with training of specialists in military educational institutions of the states of the Parties are performed on the basis of prisoners between the Parties (organizations of formation of the Parties) of separate contracts and agreements.

Article 7 Information security

The parties shall ensure safety of information obtained during cooperation within this agreement according to national legal systems of the states of the Parties.

The parties not use information obtained during cooperation within this agreement to the detriment of the Party which provided this information.

The parties not transfer to the third party information obtained during cooperation, without written consent the Party which provided this information.

Article 8 Matters of argument

In case of disputes over interpretation or application of this agreement, the Party resolve them by mutual negotiations and/or consultations.

Article 9 of Change and amendment

By mutual consent of the Parties, changes and additions which are drawn up by separate protocols which are its integral part can be made to this agreement and become effective according to the procedure, provided for this agreement.

Article 10 Term and cancellation

This agreement becomes effective in day of its signing and consists for a period of 5 years, with its automatic prolongation for the same period.

Each of the Parties can terminate this agreement by the direction to other Party of the written notice diplomatic channels. This agreement stops the action in six months from the date of receipt of such notification.

Cancellation of this agreement does not influence the rights and obligations of the Parties which resulted from accomplishment of this agreement before its termination if the Parties do not agree about other.

It is made in the city of Tashkent on March 29, 2018 in duplicate, everyone in the Russian and Uzbek languages, and all texts are equally authoritative. In case of discrepancies in interpretation of terms of this agreement, the text in Russian has advantage.
