About approval of Rules of award of awards for non-governmental organizations

According to the subitem 12) of article 4-1 of the Law of the Republic of Kazakhstan "About the state social order, the state order on realization of strategic partnership, grants and awards for non-governmental organizations in the Republic of Kazakhstan" I ORDER:

1. Approve the enclosed Rules of award of awards for non-governmental organizations.

2. Recognize to invalid:

1) the order of the Minister for Culture and Sports of the Republic of Kazakhstan of December 22, 2015 No. 407 "About approval of Rules of award of awards for non-governmental organizations" (it is registered in the Register of state registration of regulatory legal acts at No. 12664, it is published in information system of law of Ad_let on January 12, 2016);

2) the order of the Minister of Ecclesiastical Affairs and civil society of the Republic of Kazakhstan of June 15, 2017 No. 92 "About modification of the order of the Minister for Culture and Sports of the Republic of Kazakhstan of December 22, 2015 No. 407 "About approval of Rules of award of awards for non-governmental organizations" (it is registered in the Register of state registration of regulatory legal acts at No. 15350, it is published in Reference control bank of regulatory legal acts of the Republic of Kazakhstan of July 27, 2017).

3. To provide to committee on cases of civil society of the Ministry of cases of religions and civil society of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of cases of religions and civil society of the Republic of Kazakhstan after its official publication;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of cases of religions and civil society of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Ecclesiastical Affairs and civil society of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of award of awards for non-governmental organizations

Chapter 1. General provisions

1. The these rules of award of awards for non-governmental organizations (further – Rules) developed according to the subitem 12) of article 4-1 of the Law of the Republic of Kazakhstan "About the state social order, the state order on realization of strategic partnership, grants and awards for non-governmental organizations in the Republic of Kazakhstan" (further – the Law), determine procedure for award of awards for non-governmental organizations.

2. In these rules the following basic concepts are used:

1) the request for award competition for non-governmental organizations (further – the request) – the statement with appendix of necessary documents, according to requirements of these rules;

2) the job seeker of award for non-governmental organizations (further – the job seeker of award) – the non-governmental organization which submitted the application to authorized body in the field of interaction with non-governmental organizations for award competition for non-governmental organizations;

3) the Database of non-governmental organizations – the information database created for the purpose of ensuring transparency of activities of non-governmental organizations and informing the public on them and also for use within placement of the state social order, the state order on realization of strategic partnership, provision of grants and award of awards;

4) award for non-governmental organizations (further – the Award) – the monetary reward awarded at the expense of budgetary funds to non-governmental organizations for the made contribution to the solution of social tasks of republican, industry and regional levels;

5) authorized body in the field of interaction with non-governmental organizations (further – authorized body) – the state body performing management and cross-industry coordination in the field of interaction with non-governmental organizations.

Chapter 2. Procedure for award of awards for non-governmental organizations

3. The authorized body performs award of Awards annually, at the expense of budgetary funds.

4. Awards are awarded to the non-governmental organizations which provided the information in the Database of non-governmental organizations, according to the procedure, according to Rules of provision of data on the activities by the non-governmental organizations and forming of the Database about them approved by the order of the Minister for Culture and Sports of the Republic of Kazakhstan of February 19, 2016 No. 51 (it is registered in the Register of state registration of regulatory legal acts at No. 13355).

5. Repeated promotion on the Award competition within 3 (three) years after its obtaining by non-governmental organization is not allowed. The same non-governmental organization is pushed on the Award competition only in one sphere.

6. The award in one sphere is awarded to one or at the same time to several job seekers of award. In this case the Award shares equal parts between them.
