2. Grant to CIS Economic Council the right to make changes to the specified Concept and the Plan of priority actions for its realization according to offers of the State Parties of the CIS and the interested bodies of industry cooperation of the CIS.
3. To executive committee of the CIS to carry out monitoring of accomplishment of the Concept of state cooperation – members of the CIS in the field of innovative development of power and development of the advanced energy technologies, the Plan of priority actions for its realization and if necessary to inform CIS Economic Council on results.

The concept of state cooperation – members of the CIS in the field of innovative development of power and development of the advanced energy technologies (further – the Concept) is developed according to Item 1.9 of the Plan of priority actions for implementation of the Concept of state cooperation – members of the CIS in the field of power approved by the Decision of Council of CIS Heads of Government of May 21, 2010.
The concept is directed to expansion of interstate cooperation in the field of innovative development of power and development of the advanced energy technologies.
The concept represents set of the approved views and approaches of the State Parties of the CIS to cooperation in the field of innovative development of power and development of the advanced energy technologies and determines the purposes, tasks, the principles, mechanisms and the main directions of such cooperation.
Provisions of the Concept are basis for development and the conclusion between the states which signed this Concept, international treaties and other international regulatory legal acts of the State Parties of the CIS, and also interstate programs in the field of innovative development of power and development of the advanced energy technologies.
The concept is based on priority of economic interests of the State Parties of the CIS and is directed to creation of the conditions promoting ensuring their energy security and sustainable development.
The concept develops the principles and provisions of the Concept of state cooperation – members of the CIS in the field of power of November 20, 2009, the Concept of state cooperation – members of the CIS in the field of use of renewable energy resources of November 20, 2013, the Concept of forming and market development of intellectual property of the State Parties of the CIS of October 28, 2016, the Interstate program of innovative state cooperation – members of the CIS for the period till 2020 of October 18, 2011.
The concept does not contradict the international regulatory legal acts and documents accepted by the State Parties of the CIS and corresponds to the legislation of the State Parties of the CIS.
In this Concept the following main terms and determinations are used:
innovations – new or advanced technologies, types of products or services, and also the organizational technical solutions of production, administrative, commercial or other nature promoting promotion of technologies, products and services on the market;

The state cooperation purposes – members of the CIS in the field of innovative development of power and development of the advanced energy technologies are:
assistance to development of power of the State Parties of the CIS on the basis of new technologies, competitive as on internal, and the foreign markets having the high export potential;
increase in level of energy security and reliability of power supply;
decrease in power consumption of economy and large-scale implementation of energy efficient technologies, including use alternative and renewable energy resources;
increase in efficiency and reliability of systems electro-and heat supplies of consumers;
optimization of fuel and energy balance with attraction of additional fuel and energy resources;
stimulation of investments into the fuel and energy complex (FEC);
cost reduction on production, transfer and distribution of electrical and heat energy, fuel transportation;
