1. Approve the enclosed Rules of representation to authorized body of solid minerals annual (for one financial year) and medium-term (on five financial years) programs of purchase of goods, works and services, and also information on the planned purchase of paid services of the operator.

2. To provide to committee of industrial development and industrial safety of the Ministry for Investments and Development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy on paper and electronically in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2) and 3) this Item.

Chapter 1. General provisions

1. These rules of representation to authorized body in the field of solid minerals annual (for one financial year) and medium-term (on five financial years) programs of purchase of goods, works and services, and also information on the planned purchase of paid services of the operator (further - Rules) are developed according to item 4 of article 213 of the Code of the Republic of Kazakhstan of December 27, 2017 "About subsoil and subsurface use" (further - the Code) and determine procedure for representation to authorized body in the field of solid minerals annual (for one financial year) and medium-term (on five financial years) programs of purchase of goods, works and services, and also information on the planned purchase of paid services of the operator.

1) information on the planned purchase of services of the operator – the document constituted by the subsoil user, determining amount and timelines for delivery of services, provided by the operator on paid basis;

2) the annual program of purchase of goods, works and services – the document constituted by the subsoil user, determining the nomenclatures and amounts of goods, works and services, methods and terms of their acquisition planned by the subsoil user for one calendar year;

Chapter 2. Procedure for representation to authorized body in the field of solid minerals annual (for one financial year) and medium-term (on five financial years) programs of purchase of goods, works and services, and also information on the planned purchase of paid services of the operator

3. The subsoil user annually, no later than February 1 of the year planned for carrying out purchases or no later than sixty calendar days from registration date of the license for subsurface use (contract) for solid minerals, represents to authorized body in the field of solid minerals (further – authorized body) the annual program of purchase of goods, works and services in form, according to appendix 1 to these rules, the forthcoming year by placement in the state information system "The Register of the Goods, Works and Services Used when Carrying Out Transactions on Subsurface Use and Their Producers" on the website www.reestr.nadloc.kz (further – GIS "Register") in electronic form in the .xlsx format and certifies its digital signature of the first head or person authorized by it.

The subsoil user, in case of modification and (or) amendments in the annual program of purchase of goods, works and services within five working days represents to authorized body of change and (or) amendment according to appendix 1 to these rules by placement to GIS "Register" in electronic form in the .xlsx format and certifies its digital signature of the first head or person authorized by it.

4. The subsoil user annually, no later than February 1 or no later than sixty calendar days from registration date of the license for subsurface use (contract) for solid minerals, represents to authorized body the medium-term program of purchase of goods, works and services in form, according to appendix 2 to these rules, for the forthcoming periods by placement in GIS "Register" in electronic form in the .xlsx format and certifies their digital signature of the first head or person authorized by it.
