1. Approve Regulations on Inspectorate for control of mining-and-geological activities under the State committee of the Republic of Uzbekistan on geology and mineral resources according to appendix.

2. The state inspectorate for supervision of geological studying of subsoil, under the Cabinet of Ministers of the Republic of Uzbekistan (further - GI "Sanoatgeokontekhnazorat") in two weeks to transfer by safe operation in the industry, mining and the household sector in accordance with the established procedure all archive documentation on control of geological studying, use and protection of subsoil of Inspectorate for control of mining-and-geological activities under the State committee of the Republic of Uzbekistan on geology and mineral resources.

3. To the Ministry of Finance and the Ministry of Economics of the Republic of Uzbekistan to provide in parameters of the Government budget of the Republic of Uzbekistan on 2018 and the next years financial resources on content of Inspectorate for control of mining-and-geological activities under the State committee of the Republic of Uzbekistan on geology and mineral resources.

4. To provide to the state committee of the Republic of Uzbekistan on geology and mineral resources effective functioning of Inspectorate for control of mining-and-geological activities according to the tasks assigned to it.

5. To the ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

6. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzbekneftegaz A. S. Sultanov and the chairman of the State committee of the Republic of Uzbekistan on geology and the mineral B.F resources. Islamova.

Regulations on Inspectorate for control of mining-and-geological activities under the State committee of the Republic of Uzbekistan on geology and mineral resources

Chapter 1. General provisions

1. This Provision determines the main objectives, functions, the rights, responsibility and organizational bases of activities of Inspectorate for control of mining-and-geological activities (further - Inspection) under the State committee of the Republic of Uzbekistan on geology and mineral resources (further - Goskomgeologiya).

2. Inspection is structural division of Goskomgeologiya.

3. Inspection in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, Goskomgeologiya's orders and this Provision, and also other acts of the legislation.

Chapter 2. Tasks and functions of Inspection

8. The main objectives of Inspection are:

implementation of the state supervision of observance by legal entities and physical persons of requirements of the legislation and regulating documents in the sphere of use and protection of subsoil in case of their geological studying, mining (including fresh, mineral, thermal and industrial underground waters), conversion of mineral raw materials, and also geological and surveying ensuring mining operations;

control over the implementation by subsoil users of the decisions and conclusions accepted in case of approval of inventories of minerals by the State Commission on Mineral Reserves in case of Goskomgeologiya;

determination of availability of the allowed above-standard losses of minerals in case of production and conversion of mineral raw materials with taking measures of responsibility according to the current legislation of the Republic of Uzbekistan;

implementation of the advanced methodology of prevention of offenses, further development of interdepartmental interaction, widespread introduction in the activities of modern information and communication technologies;

in cases of identification of illegal mining execution of the relevant documents, determination of the extent of the caused damage by carrying out surveying works;

informing the general public on the revealed offenses and their consequences, development of suggestions for improvement of law-enforcement practice and the legislation in this sphere.

9. For accomplishment of the assigned tasks Inspection performs the following functions:

a) in the field of the state supervision of observance by legal entities and physical persons of requirements of the legislation and regulating documents in the sphere of use and protection of subsoil in case of their geological studying, mining (including fresh, mineral, thermal and industrial underground waters), conversion of mineral raw materials, and also geological and surveying ensuring mining operations:

provides preparation, consideration and coordination in accordance with the established procedure of drafts of regulatory legal acts concerning geological studying, use and protection of subsoil, and also prepares for approval of the rule, instruction and regulation on the matters;
