1. Approve:

- The state program on increase in share of cashless payments and calculations in the Kyrgyz Republic for 2018-2022 (the third stage) according to appendix 1;

- The actions plan on implementation of the State program on increase in share of cashless payments and calculations in the Kyrgyz Republic for 2018-2022 (the third stage) (further - the State program), according to appendix 2.

2. To provide to National Bank of the Kyrgyz Republic, the ministries, the state committees, administrative departments, other state bodies of management, local government bodies (in coordination) execution of the Actions plan on implementation of the State program.

3. To the ministries, the state committees, administrative departments, other state bodies of management, local government bodies (in coordination) quarterly, to the 15th following the accounting period to provide summary information on course of execution of the Actions plan on implementation of the State program in National Bank of the Kyrgyz Republic.

4. Confer the personal responsibility on heads of the ministries, state committees, administrative departments, other state bodies of management, local government bodies (in coordination) for timely and high-quality execution of the Actions plan on implementation of the State program.

5. The interdepartmental commission on increase in share of cashless payments and calculations in the Kyrgyz Republic formed by the order of the Government of the Kyrgyz Republic and National Bank of the Kyrgyz Republic of April 25, 2011 to continue No. 189/11/4, coordination of work on execution of the Actions plan on implementation of the State program.

6. To the Ministry of Health of the Kyrgyz Republic till December 31, 2018 to perform actions for installation of POS terminals in cash desks of the organizations of health care for acceptance of payment for medical services in non-cash form.

7. To the ministries, the state committees, administrative departments, other state bodies of management, budgetary institutions of the Kyrgyz Republic to continue holding actions for salary transfer, and also pensions, benefits and other payments in/from the budget of the country on the national Elkart payment card, for the purpose of ensuring economic safety of the Kyrgyz Republic, non-admission of country risks.

8. Recommend to commercial banks of the Kyrgyz Republic:

- expand bank and payment infrastructure in regions of the Kyrgyz Republic;

- when forming tariff policy on banking services to establish rates taking into account categories of the population with low compensation, and also persons receiving social payments, pensions and benefits.

9. Recommend to the companies providing to the population goods and services, to provide opportunity to the population to pay regular payments for goods and services with use of various forms and instruments of cashless payment.

10. To impose control of execution of this resolution on the relevant structural divisions of Government office of the Kyrgyz Republic and National Bank of the Kyrgyz Republic.

11. This resolution becomes effective after fifteen days from the date of official publication.
