About the List of objects of republican and strategic importance

1. Approve the List of objects of republican and strategic importance it (is applied).

2. To committee on architecture and construction under the Government of the Republic of Tajikistan together with the relevant ministries and departments to develop and provide in accordance with the established procedure to the Government of the Republic of Tajikistan procedure for determination and form of the register of subjects to republican and strategic assignment, and also the special requirements to the mode of functioning and operation of subjects to republican and strategic assignment aimed at providing homeland security.

List of objects of republican and strategic importance

1. Capital construction projects, other objects, the territories which are necessary for implementation of powers on the questions carried to maintaining the Republic of Tajikistan, public authorities of the Republic of Tajikistan by the constitutional laws, codes, the laws, presidential decrees of the Republic of Tajikistan, the orders of the Government of the Republic of Tajikistan belong to objects of republican value and have significant effect on social and economic development of the Republic of Tajikistan.

2. The objects having social and economic value for sustainable development of the Republic of Tajikistan belong to objects of strategic importance and causing damage to which can negatively affect condition of homeland security of the Republic of Tajikistan, create threat of life and to health of citizens.

3. Belong to the category of objects of republican value:

- the buildings and constructions used by state bodies of the Republic of Tajikistan;

- objects with the state material reserves - warehouses on storage of medical supplies, fuels and lubricants, provision warehouses;

- the property used by hydrometeorological, ecological, sanitary and epidemiologic and quarantine services;

- republican production association of radio relay highways of television and broadcasting;

- national post network;

- National Archive Fund;

- National Bank and national banks;

- bus stations, motor-roads public;

- objects of forest fund and forestry management, national reserves, natural parks, special biospheric territories;

- the objects of healthcare institutions of the Republic of Tajikistan having the status of the national;

- companies for production of non-ferrous and ferrous metals, and also tail of storage of mining and metallurgical production;

- objects of historical and cultural heritage.

4. Belong to the category of objects of strategic importance:

- the objects of the Republic of Tajikistan protected by Security service of the President of the Republic of Tajikistan and National guard of the Republic of Tajikistan together with the law-enforcement bodies included in the list approved by the President of the Republic of Tajikistan;

- military units of Armed Forces of the Republic of Tajikistan and other construction objects used by Armed Forces of the Republic of Tajikistan;

- industrial enterprises on production and testing of arms;

- objects and the isolated constructions of public institutions for development, production, testing, research and storage of especially dangerous bacteriological, biological, chemical, explosive, toxic agents, drugs and precursors;

- subjects to use of atomic energy;

- high-level railway nets;

- trunk gas pipelines;

- oil-producing and oil processing enterprises;

- national power grid;

- hydra and thermal power plants;

- networks on distribution of gas, heat and electricity, including transit;

- through lines of communication;

- national telebroadcasting network;

- airports, international airports, and also aeronautical devices of air traffic control system;

- objects of water complex and water management constructions, including glaciers, natural lakes, rivers, hydraulic engineering constructions, collectors of water storage basins, water intakes and water pumping points;

- industrial enterprises on conversion of radioactive materials.

5. Can be carried to objects of republican and strategic importance as well the companies having republican and strategic importance for the state.

6. The detailed list of objects of republican and strategic importance is determined by the Government of the Republic of Tajikistan by representation of authorized state body in the field of architecture and town planning in coordination with the Security Council of the Republic of Tajikistan.

7. The government of the Republic of Tajikistan establishes the special requirements to the mode of functioning and operation of objects of republican and strategic importance aimed at providing homeland security.
