About grants on training

For the purpose of involvement of the foreign citizens and stateless persons who are constantly living outside the Republic of Belarus (further - foreign citizens), on training in public institutions of the higher and secondary vocational education of the Republic of Belarus (further - organizations of education) I decide:

1. Found since September 1, 2019 up to 100 grants allocated annually for training of foreign citizens in the organizations of education financed by means of the republican budget (further - grants on training).

Grants on training are established for development by foreign citizens of contents of educational programs of the higher and secondary vocational education at the expense of means of the republican budget according to the quotas which are annually determined by the Ministry of Education in coordination with the Ministry of Foreign Affairs.

Grants on training are provided to foreign citizens by results of the selection made according to the procedure, determined by Council of Ministers of the Republic of Belarus.

2. Determine that to the foreign citizens getting education in the Republic of Belarus at the expense of grants on training:

the grant is appointed;

allowances to grant are paid for progress in study, scientific and social job, and also financial support is given;

the premises in the hostel of organization of education for training with collection of payment for use of these premises are provided.

3. Make changes to presidential decrees of the Republic of Belarus (appendix).

4. To Council of Ministers of the Republic of Belarus in three-months time to take measures for implementation of this Decree.

5. This Decree becomes effective after its official publication.

The changes made to presidential decrees of the Republic of Belarus

1. In the Presidential decree of the Republic of Belarus of February 7, 2006 No. 80 "About Regulations of Admission of persons for receipt of the higher education of the I step and secondary vocational education":

1.1. in Regulations of Admission of faces for receipt of the higher education of the I step approved by this Decree:

the second Item 3 after the word "further" to add part with words ", unless otherwise specified,";

in Item 6:

the paragraph one of part one after the word of "nationality" to add with words ", except for persons specified in part two of this Item";

after part one to add Item with part of the following content:

add Item 8 with part of the following content:

"Acceptance of the foreign citizens and stateless persons arriving at the expense of grants on training is performed within the plan of acceptance which is annually created with assistance of the Ministry of Foreign Affairs and affirms the Ministry of Education in coordination with the interested republican state bodies.";

"2.1-1. to the pupils and students from among the foreign citizens and persons without citizenship who are constantly living outside the Republic of Belarus getting education in the Republic of Belarus at the expense of grants on training in public institutions of the higher and secondary vocational education of the Republic of Belarus (further - the foreign citizens studying at the expense of grants), grants in the sizes established according to subitems 2.1 are appointed. 1, 2.2 and 2.3 presents of Item;";

the paragraph the fifth subitem 2.2 after the word "grants" to add with words to "pupils, students from among the foreign citizens studying at the expense of grants";
