About measures for optimization of structure of Administration of the President of the Russian Federation

For the purpose of optimization of structure of Administration of the President of the Russian Federation and implementation of the President's letter of the Russian Federation to Federal Assembly of the Russian Federation of March 1, 2018 I decide:

1. Reorganize:

a) Russian President's Domestic Policy Directorate, having assigned to it including preparation within the competence, generalization and representation to the President of the Russian Federation and to the Head of Administration of the President of the Russian Federation of offers on determination of the priority directions of state policy in the field of development of local self-government, concerning enhancement of the general principles of the organization of local self-government, and also the organization and ensuring interaction of the President of the Russian Federation with local government bodies and associations of municipalities;

b) Russian President's Directorate of Experts, having assigned to it including ensuring activities of the President of the Russian Federation concerning use of digital technologies, and also concerning technology development;

c) ceased to be valid according to the Presidential decree of the Russian Federation of 16.09.2024 No. 795

d) Management of the President of the Russian Federation on use of information technologies and development of electronic democracy, having transformed it to Management of the President of the Russian Federation on development of information and communication technologies and communications infrastructure and having assigned to it including ensuring activities of the President of the Russian Federation concerning state policy in the field of development of digital infrastructure, and also concerning application of information and communication technologies;

e) Management of the President of the Russian Federation on public projects, having assigned to it including information and analytical and organizational support of realization by the President of the Russian Federation of its constitutional powers by determination of the main directions of the state youth policy and state policy in the field of patriotic education, and also the analysis and forecasting of development of network projects for the purpose of preparation of reports and offers on implementation of such projects for representation to the President of the Russian Federation and to the Head of Administration of the President of the Russian Federation.

2. Determine that the common directorship activities of Russian President's Domestic Policy Directorate, Managements of the President of the Russian Federation on development of information and communication technologies and communications infrastructure, Management of the President of the Russian Federation in public projects is performed by the First Deputy Chief of the Russian President's Executive Office according to distribution of obligations between officials of Administration of the President of the Russian Federation.

3. Approve the enclosed Regulations on Management of the President of the Russian Federation on development of information and communication technologies and communications infrastructure.

4. To the head of Administration of the President of the Russian Federation in a month:

a) approve structure and the staff list of the independent divisions of Administration of the President of the Russian Federation called in Item 1 of this Decree;

b) organize the prevention of employees of the independent divisions of Administration of the President of the Russian Federation called in Item 1 of this Decree of possible dismissal from Administration of the President of the Russian Federation in connection with organizational and regular actions.

5. Determine that employees of the independent divisions of Administration of the President of the Russian Federation called in Item 1 of this Decree before completion of organizational and regular actions continue in case of their consent execution of service duties on earlier replaced positions.

Bring in the Regulations on Russian President's Directorate of Experts approved by the Presidential decree of the Russian Federation of August 20, 2004 No. 1086 "About approval of the Regulations on Russian President's Directorate of Experts" (The Russian Federation Code, 2004, No. 34, Art. 3542; 2008, No. 43, Art. 4919; 2010, No. 3, Art. 274; 2011, No. 4, Art. 572; 2014, No. 30, Art. 4286; 2017, No. 11, the Art. 1548), change, having added Item 3 with the paragraph of the following content:

"ensuring activities of the President of the Russian Federation concerning use of digital technologies, and also concerning technology development.".

Bring in the Regulations on Russian President's Directorate for Interregional Relations and Cultural Contacts with Foreign Countries approved by the Presidential decree of the Russian Federation of December 25, 2008 No. 1848 "About approval of the Regulations on Russian President's Directorate for Interregional Relations and Cultural Contacts with Foreign Countries" (The Russian Federation Code, 2008, No. 52, of the Art. 6367), change, having added with its Item 7.1 of the following content:

"7.1. The common directorship of activities of Management is performed by the Head of Administration of the President of the Russian Federation.".

10. Bring in the Regulations on Russian President's Protocol Office approved by the Presidential decree of the Russian Federation of June 21, 2011 No. 833 "About approval of the Regulations on Russian President's Protocol Office" (The Russian Federation Code, 2011, No. 26, Art. 3758; 2014, No. 30, the Art. 4286), change, having added with its Item 7.1 of the following content:

"7.1. The common directorship of activities of Management is performed by the Head of Administration of the President of the Russian Federation.".

11. Ceased to be valid according to the Presidential decree of the Russian Federation of 30.07.2024 No. 643
