1. Approve Regulations on procedure for acceptance of persons with disability in the highest educational institutions on training in additional quotas on the basis of the state grant according to appendix.

2. To the ministries, departments having the highest educational institutions in maintaining and the highest educational institutions together with the Ministry of Health of the Republic of Uzbekistan to take measures for creation of necessary conditions in audiences and buildings in which admission examinations and training of persons with disability will be provided.

3. To the ministry of the higher and secondary vocational education of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

4. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. A. Abdukhakimov and the minister of the higher and secondary vocational education of the Republic of Uzbekistan I. U. Madzhidov.

Regulations on procedure for acceptance of persons with disability in the highest educational institutions on training in additional quotas on the basis of the state grant

Chapter 1. General provisions

1. This Provision determines procedure for acceptance of persons with disability in the highest educational institutions on training in additional quotas on the basis of the state grant.

2. Distribution of additional two-percent quota of the state grant for persons with disability in relation to total quantity of acceptance of entrants in the highest educational institutions (further - additional quota) by the highest educational institutions is created by the ministries and departments having the highest educational institutions in the system, within two weeks is submitted within State commission on coordination of processes of acceptance for study in the public highest educational institutions (further - State commission) after adoption of the annual relevant resolution of the President of the Republic of Uzbekistan on acceptance in the highest educational institutions.

The additional quota for persons with disability in relation to total quantity of acceptance of entrants in the highest educational institutions by the highest educational institutions affirms State commission in two weeks.

3. Disabled people, and also the children with disability having the document on general secondary education (based on the 11th class) or about the termination of average of special, professional educational institution (the academic lyceum, professional college), and also having the certificate of disability of I and II groups issued in accordance with the established procedure treat category of persons with disability accepted on training in additional quotas in the highest educational institutions (further - persons with disability).

4. The selection committee of the highest educational institution provides creation for persons with disability of all necessary conditions in buildings and audiences where admission examinations will be carried out.

5. Acceptance in the highest educational institutions of persons with disability on additional quota is performed by results of admission examinations (tests, professional (creative) examinations).

6. The entrants who are not accepted on the additional quotas allocated to persons with disability with the gained points participate in tender in this direction of education in accordance with general practice.

7. Acceptance of blind entrants in the highest educational institutions will be organized according to procedure, the installed application No. 3 to the Regulations on procedure for enrollment of students on training in bachelor degree of the highest educational institutions approved by the resolution of the Cabinet of Ministers of June 20, 2017 No. 393.

8. The organization of acceptance on training in bachelor degree of the highest educational institutions of the Republic of Uzbekistan of persons with disability on additional quotas on the basis of the state grant is performed according to the scheme according to appendix to this Provision.

Chapter 2. Acceptance and studying of documents

9. During acceptance the commission on documents acceptance of persons with disability as a part of representatives of the highest educational institution and territorial administration of the Ministry of Health of the Republic of Uzbekistan is formed (further - the Ministry of Health).

The commissions on documents acceptance of persons with disability can be included also representatives of Society of disabled people of Uzbekistan.

The main objectives of the commission on documents acceptance of persons with disability are:

holding interviews on professional orientation of persons with disability;

reception of applications and documents of persons with disability.

10. In addition to the documents which are handed over in selection committee of the highest educational institution provision directly by the entrant (or his authorized representative) is required to the copy of the document confirming disability of the entrant (at the same time provision also of the original of this document is necessary)

11. All information on entrants is entered in the database of entrants of the State center of testing under the Cabinet of Ministers of the Republic of Uzbekistan (further - the State center of testing).

12. Annually till July 16 the State center of testing provides for studying in the Ministry of Health information on entrants with disability.

Annually till July 20 results of the carried-out studying are reported by the Ministry of Health to the State center of testing.

Persons, following the results of studying not received disability confirmations, are not allowed to admission examinations (tests, professional (creative) examinations) for acceptance on additional two-percent quota on the basis of the state grant in the highest educational institutions.

Chapter 3. Delivery of admission examinations

13. Admission examinations (tests, professional (creative) examinations) are taken by persons with disability according to the procedures established for acceptance in bachelor degree of the highest educational institutions.
