About disclosure by state bodies of information on transactions with issued securities
Based on the paragraph of the twelfth of part one of article 8 of the Law of the Republic of Belarus of January 5, 2015 "About the security market", Item 10 of the Regulations on the Ministry of Finance of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 31, 2001 No. 1585 "Questions of the Ministry of Finance of the Republic of Belarus", the Ministry of Finance of the Republic of Belarus DECIDES:
1. Determine that:
1.1. the state bodies making transactions with issued securities according to the functions assigned to them within their competence (further - state bodies), quarterly no later than ten working days after the termination of reporting quarter open by submission to Department on securities of the Ministry of Finance of the Republic of Belarus (further - Department on securities) information on the transactions with issued securities made by state bodies in the unorganized market in the course of the circulation of these securities (further - information on transactions), except for transactions with issued bearer securities.
Action of part one of this subitem does not extend to the state bodies which concluded with the Ministry of Finance of the Republic of Belarus (further - the Ministry of Finance) the agreements providing mutual exchange of information including information on transactions (further if other is not established, - the agreement on exchange of information). In case of the conclusion between state body and the Ministry of Finance of the agreement on exchange of information information on transactions is submitted such state body according to the procedure and the terms determined by this agreement;
1.2. information on transactions is constituted in form according to appendix to this resolution in the Microsoft Excel format and it is represented state bodies by means of system of interdepartmental electronic document management of state bodies of the Republic of Belarus (further - SMDO), and in case of impossibility of submission of information on transactions by means of SMDO - the courier (courier) or the mailing on paper with appendix of the electronic copy on the digital carrier.
If during reporting quarter the state body did not make transactions with issued securities in the unorganized market in the course of the circulation of these securities, information on transactions for this reporting quarter is not provided.
2. Information on the transactions made during the period since October 23, 2017 to entry into force of this resolution is submitted state bodies in Department on securities no later than sixty days after entry into force of this resolution.
3. This resolution becomes effective in month after its official publication.
