1. Approve Rules on providing the access and inside control in the territory and in buildings of the Supreme Court of the Republic of Kazakhstan, local courts of the Republic of Kazakhstan, Department on ensuring activity of the courts under the Supreme Court of the Republic of Kazakhstan (the office of the Supreme Court of the Republic of Kazakhstan) and its territorial authorities.

2. Declare invalid the joint order of the Head of Department on ensuring activity of the courts under the Supreme Court of the Republic of Kazakhstan (the office of the Supreme Court of the Republic of Kazakhstan) of May 3, 2016 No. 6001-16-7-6/183 and the Minister of Internal Affairs of the Republic of Kazakhstan of May 5, 2016 No. 489 "About approval of Rules on providing the throughput and inside modes for visitors in the territory and in buildings of the Supreme Court, local courts of the Republic of Kazakhstan, Department on ensuring activity of the courts under the Supreme Court of the Republic of Kazakhstan (the office of the Supreme Court of the Republic of Kazakhstan) and its territorial authorities" (registered in the Register of state registration of regulatory legal acts for No. 13762, published on June 6, 2016 in information system of law of Ad_let).

3. To provide to department of internal security and prevention of corruption in courts of Department on ensuring activity of the courts under the Supreme Court of the Republic of Kazakhstan (the office of the Supreme Court of the Republic of Kazakhstan) (further - Department):

1) state registration of this joint order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this joint order the direction it the copy in printing and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this joint order on official Internet resource of the Supreme Court of the Republic of Kazakhstan;

4) direction of the copy of this joint order to Administrators of courts;

5) bringing this joint order to data of structural divisions of Department.

4. To impose control of execution of this joint order on the supervising deputy manager of Department and Administrators of courts.

5. This joint order becomes effective from the date of its first official publication.

Chapter 1. General provisions

1. These rules on providing the access and inside control in the territory and in buildings of the Supreme Court of the Republic of Kazakhstan, local courts of the Republic of Kazakhstan, Department on ensuring activity of the courts under the Supreme Court of the Republic of Kazakhstan (the office of the Supreme Court of the Republic of Kazakhstan) and its territorial authorities determine procedure for providing the access and inside control for visitors, participants of process, other persons participating in legal procedure and also persons wishing to be present at proceeding in open court, in the territory and in buildings of the Supreme Court of the Republic of Kazakhstan, local courts of the Republic of Kazakhstan (further – courts), Department by ensuring activity of the courts under the Supreme Court of the Republic of Kazakhstan (the office of the Supreme Court of the Republic of Kazakhstan) (further – Department) and its territorial authorities.

2. The organization and implementation of the access and inside control in the territory and in the building of the Supreme Court of the Republic of Kazakhstan and Department is assigned to Committee of administrative police of the Ministry of Internal Affairs (further – the CAP), in the territory and in buildings of local courts and territorial authorities of Department – to managements of specialized security service of areas and cities of Astana, Almaty of the Ministry of Internal Affairs of the Republic of Kazakhstan, in interaction with bailiffs.

3. In Rules the following basic concepts are used:

1) persons wishing to be present at proceeding in open court - the citizen of the Republic of Kazakhstan, the foreigner or the stateless person which reached age of majority, who arrived to buildings of the courts for presence on proceeding in open court not being the participants of legal procedure or other persons participating in that;

2) check-point (further – the check point) – the special room intended for providing the omission of visitors and vehicles;
