About purchase of products of crop production

For the purpose of ensuring timely purchase of products of crop production of harvest of 2017 delivered for republican state needs, other products and calculations for it I decide:

1. Offer open joint stock companies "Belarusbank and Belagroprombank savings bank (further, unless otherwise specified, - banks) to issue in 2017 the credits for a period of up to one year:

to the organizations according to appendix 1 for calculations for the products of crop production of harvest of 2017 made in the Republic of Belarus delivered for republican state needs * including for its advance payment (payment of advance payments) in terms and the sizes determined according to the signed contracts of delivery of goods (agricultural products) for republican state needs, cost recovery for production of these products (but not above production product cost) with transfer of means of the credits for special supplier accounts of agricultural products and payment of transport services (expenses) in its delivery;

to the organizations according to appendix 2 for settlings with physical persons and the manufacturing organizations for harvest of 2017 of potatoes, including seed, fruit and berries fresh (including wild-growing), vegetables and mushrooms (including wild-growing), birch sap and payment of transport services (expenses) in delivery of these products.

The credits specified in the paragraph the second to part one of this Item are issued to the organizations called in appendix 1 to this Decree with interest payment in the amount of:

the refunding rate of National Bank operating (taking into account its change) in the corresponding period of charge of percent, increased no more than by 3 percent points reduced by the amount of compensation according to paragraphs to the third, sixth and ninth part one of subitem 4.1 of item 4 of this Decree - on the credits issued in Belarusian rubles;

no more than 16 annual interest rates, reduced by the amount of compensation according to paragraphs to the fourth, seventh and tenth part one of subitem 4.1 of item 4 of this Decree, - on the credits issued in Russian rubles.

The credits specified in paragraph three of part one of this Item are issued to the organizations called in appendix 2 to this Decree in Belarusian rubles with interest payment in the amount of the refunding rate of National Bank operating (taking into account its change) in the corresponding period of charge of percent, increased no more than by 3 percent points reduced by the amount of compensation according to subitem 4.2 of item 4 of this Decree.

The borrowing facilities enlisted into the special accounts specified in the paragraph the second to part one of this Item go suppliers of agricultural products for acquisition of fuels and lubricants, fertilizers, including expenses on their delivery and costs of the servicing organizations, remedies of plants, seeds, and also for debt repayment on them, salary payment (including charges on it).

* For the purposes of this Decree products of crop production of harvest of 2017 delivered for republican state needs are understood grain for production of foodstuff (wheat, rye, barley, buckwheat, oats, millet), as mealies for production of seeds of hybrids of the first generation, sugar beet, corn grain for production of starch and starch products, brewing barley, maslosemen of colza, flax fiber.

And interest payments on the credits are made by the organizations called in appendix 1 to this Decree to which in 2017 the credits according to Item 1 of this Decree are issued for repayment of the current payments on principal debt in 2017-2018 monthly assignments into the special accounts opened by them for these purposes in banks in the amount of, necessary for payment of such payments, but at least the sizes of the assignments specified in appendix 1 to this Decree from proceeds from sales of goods (works, services), property rights after tax payment, charges (duties), other obligatory payments in republican and local budgets (including in the state trust budget funds), and also in budgets of state non-budgetary funds.

Monthly assignments into the special accounts specified in part one of this Item are made by the organizations called in appendix 1 to this Decree irrespective of availability at banks of decisions (resolutions) on suspension of account transactions of data of the organizations, seizure of the money which is on their accounts accepted (taken out) by the body (official) authorized according to legal acts.

The organizations called in appendix 1 to this Decree represent to banks permanent payment orders about cash write-off from their special accounts opened by them according to part one of this Item for repayment of the current payments on principal debt and interest payments on the credits issued under guarantees of the Government of the Republic of Belarus and (or) local executive and administrative organs according to Item 1 of this Decree.

The balance in cash on the special accounts specified in part one of this Item after complete repayment by the organizations called in appendix 1 to this Decree, the current payments on principal debt and interest payments on the credits issued according to Item 1 of this Decree monthly in the last working day of month is transferred by these organizations into the current (settlement) bank accounts.
