Language is one of the determining factors of national identity of the people. to the integral signs of the nation. Turkmen yazykyazyk the primordial population and the vast majority of citizens of the Turkmen SSR, one of the classic Turkic languages in which outstanding cultural values, written monuments are created.

All questions connected with ensuring development, use and protection of Turkmen enter competence of the Turkmen Soviet Socialist Republic. For the purpose of assistance to all-round development of spiritual creativity of the Turkmen people, guaranteeing its sovereign and state future this Law assigns to Turkmen the status of state language in all territory of the Turkmen Soviet Socialist Republic. Giving to Turkmen of the status state creates basis for protection and all-round development of Turkmen and literature.

The law of the Turkmen SSR on language corresponds to Law USSR provisions "About languages of the people of the USSR".

Russian is recognized official language of the USSR and is used as means of international communication.

This law provides legal guarantees of free development and use Turkmen as state language of the Turkmen SSR, Russian as means of international communication, and also languages of other people living in the territory of the republic.

Chapter I. General provisions

Article becomes effective till January 1, 1996.

The list of such professions, as well as amount of knowledge of language for each employee group is determined according to the procedure, approved by Council of Ministers of the Turkmen SSR.

The Council of Ministers of TSSR represents offers till January 1, 1991.

Chapter III. Language in activities of state governing bodies, public organizations and companies

Article 6. In the Turkmen SSR in state governing bodies, in public organizations the clerical work is performed in state language. Acts of state governing bodies are adopted in state language and published in the state and Russian languages,

Congresses, sessions, conferences, plenums, meetings, meetings, meetings are held in state language. Material and other conditions for studying of Turkmen and the gradual translation of clerical work into state language are at the same time created.

Article becomes effective till January 1, 1998.

Article 8. Accounting and statistical and financial documentation at the companies, in organizations and the organizations, in the ministries, republican departments and public organizations of the Turkmen SSR and bodies of their system is kept in the state and Russian languages, and reporting in the financial records intended for departure out of republic limits are conducted in Russian.

Article 9. In case of communication of state governing bodies, companies, organizations and organizations of the Turkmen SSR with bodies of USSR Russian is used, in case of correspondence with other republics the language acceptable for the parties is applied.

In case of the intercourse of the Turkmen SSR with foreign states the language acceptable for the parties is applied.

Article 10. Officials of the companies, organizations and organizations of the Turkmen SSR shall know state language in the amount sufficient for accomplishment of office functions. These persons respond to statements and claims of citizens on state, Russian or in other language, acceptable for the parties.

Article becomes effective till July 1, 1995.

Article 11. Official documents are issued to citizens by state governing bodies, organizations, the companies and the organizations of the Turkmen SSR on state or Russian, or in both languages.

The official documents issued to citizens at their place of residence the works confirming their membership in public organizations testimonial of acts of civil status, etc. are filled in in the state and Russian languages.
