Approve the enclosed Rules of interaction of other information systems intended for collection, storage, processing and provision of information concerning activities of the medical organizations and the services provided by them, with information systems in health sector and the medical organizations.

Rules of interaction of other information systems intended for collection, storage, processing and provision of information concerning activities of the medical organizations and the services provided by them, with information systems in health sector and the medical organizations

1. These rules establish requirements to interaction of the information systems intended for collection, storage, processing and provision of information concerning activities of the medical organizations and the services (further - other information systems) participating in information exchange with single state information system in health sector provided by them (further - single system), information systems in health sector and the medical organizations, and also conditions and procedure for such interaction.

2. The concept "information systems in health sector" means federal state information systems in health sector, information systems in health sector of Federal Compulsory Health Insurance Fund and territorial funds of compulsory medical insurance, the state information systems in health sector of subjects of the Russian Federation, medical information systems of the medical organizations and information systems of the pharmaceutical organizations.

3. Other information systems interact with the medical organization by means of connection to its information system according to the procedure, on conditions and according to requirements which are established by these rules for information systems in health sector.

4. Other information system can interact with information systems in health sector provided that other information system provides realization at least to one of the following functions:

a) interaction with subsystems of single system for the purpose of the organization of provision and receipt of the data processed in single system for the medical organizations and citizens;

b) provision to users of other information systems of information on the medical organizations, health workers and possibility of receipt of the medical services provided by the medical organizations;

c) provision of service of making an appointment with the doctor and challenge of the doctor on the house;

d) delivery of health care using telemedicine technologies, including ensuring storage of the materials received by results of remote interaction of health workers among themselves, health workers and patients (or their legal representatives), including the materials directed for carrying out consultation (consultation of doctors), medical certificates by results of consultations and protocols of consultations of doctors data entered in the medical documentation of the patient, data which are created as a result of remote observation of the state of health of the patient of other information system according to the procedure for the organization and delivery of health care using telemedicine technologies approved by the Ministry of Health of the Russian Federation according to part 1 of article 36.2 of the Federal law "About Bases of Protection of Public Health in the Russian Federation";

e) informing citizens on the medical care provided to them;

e) provision of services of access for health workers to information on questions of implementation of medical activities, including to regulatory legal acts and reference information in the sphere of health protection;

g) obtaining, processing and provision of information on interaction of users of other information systems with the medical organizations and health workers, and also maintaining ratings of the medical organizations and health workers;

h) the organization and maintenance of receipt of medical services by citizens of the Russian Federation outside the territory of the Russian Federation, foreign citizens of medical services in the territory of the Russian Federation, including delivery of health care by the Russian medical organizations and health workers outside the territory of the Russian Federation using telemedicine technologies;

i) provision of information on the medical organizations and medical services;

j) provision of the services allowing citizens to obtain aggregative information on the state of health, and also the recommendation about maintaining healthy lifestyle;

k) the organization and implementation of information exchange in health sector, including concerning the conclusion of the agreement on rendering medical services, receipt of the informed voluntary consent to medical intervention or refusal of medical intervention, execution of primary accounting documentation and implementation of calculations for the rendered medical services;

l) provision of analytical information on the medical care provided by the medical organizations, including medical services;

m) acceptance of claims, statements and offers from citizens and health workers concerning delivery of health care;

o) provision of the services and services accompanying delivery of health care.

5. Other information system to which access for physical persons with use of the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" is in accordance with the legislation of the Russian Federation provided can interact with information systems in health sector provided that to other information system access with use of the confirmed accounting record of physical person in the specified federal state information system with receipt of the following data from it on the physical person is provided:

a) surname, name and middle name (in the presence);

b) floor;

c) birth date;

d) the insurance number of the individual ledger account of insured person in system of the personified accounting of the Pension Fund of the Russian Federation;

e) details of the identity document;

e) e-mail address (in the presence);

g) number of the mobile phone (in the presence).

6. For interaction with single system and information systems in health sector program and technical and linguistic means of other information systems shall:

a) be located in the territory of the Russian Federation in case of processing in other information system of information about citizens of the Russian Federation;
