1. Approve Rules of technology accession of the generating sources, power networks of the electrodistribution organizations and electroinstallations of consumers to power networks according to appendix.

2. Bring in the order of the Government of the Kyrgyz Republic "About approval of Instructions for use electrical energy" of August 22, 2012 No. 576 the following change:

to recognize Chapter 3 of the Instructions for use electrical energy approved by the above-stated resolution invalid.

3. This resolution becomes effective after fifteen days from the date of official publication.

Rules of technology accession of the generating sources, power networks of the electrodistribution organizations and electroinstallations of consumers to power networks

Chapter 1. General provisions

1. These rules govern the relations arising in the course of technology accession of the generating sources, power networks of the electrodistribution organizations and electroinstallations of consumers to power networks and determine the sequence of actions when implementing technology accession.

2. Action of these rules extends to cases:

- technology accession for the first time the electroinstallations of objects of the applicant put into operation;

- increases in capacity of earlier connected and reconstructed electroinstallations of objects of the applicant;

- changes of category of earlier connected electroinstallations of objects of the applicant on reliability of electric utility service;

- changes of points of connection, earlier connected electroinstallations of objects of the applicant, to power networks.

3. These rules regulate procedures of technology accession of electroinstallations to power networks:

- to 35 kV using single for all electrosupplying organizations of payment for unit of the connected capacity;

- 35 kV and above on the individual project, without collection of payment for unit of the connected capacity.

4. These rules establish criteria of availability and lack of technical capability of technology accession.

5. In these rules the following terms are used:

temporary technology accession - technology connection of power receiving devices of electric utility service at the level of tension is lower 35 kV performed for limited period of time for ensuring electric utility service of electroinstallations;

generation - production of electricity of any capacity by power plants;

property border (balance sheet accessory) of power networks - point of the Section of elements of power networks between owners on the basis of property, economic maintaining or operational management;

the applicant - the physical person or legal entity irrespective of legal form and pattern of ownership performing the new construction, reconstruction, reshaping, re-planning of object connected with connection to power networks of new capacity or its change and/or change of point of connection, addressing with the request about technology accession;

the individual project - the design estimates developed for specific conditions under the specific customer, on its task, taking into account its conditions, requirements and tasks;

categories on reliability of electric utility service - the system of separation of consumers depending on features of work of their electroinstallations and degree of importance of electric utility service established by authorized state body on development of policy in the field of power;

the licensee - the subject of business activity on production, transfer, distribution or electricity sale irrespective of legal form and pattern of ownership;

connection to networks - performance of works is direct on insert in the existing network in connection point;

the adjacent electrosupplying organization - the electrosupplying organization having the identical level of tension with other electrosupplying organization but providing services in transfer and/or electricity distribution in the fixed territory;

technology accession - complex of technical and organizational actions for providing in point of connection to power networks of required capacity;

specifications - the document determining the point of connection to power networks of the licensee resolved to connection loading (capacity), electric utility service source, parameters of the carrier or receiver, method and the schedule of regulation, key parameters and requirements which should be performed to the applicant for connection of the permitted capacity to power networks of the licensee, and guaranteeing to the applicant connection of the permitted capacity to power networks of the licensee throughout effective period of specifications;

connection point - junction of power networks of the applicant with elements of power networks of the licensee to which object of new construction, reconstruction, reshaping, re-planning is connected;

the center of food - electroinstallation to which the applicant is connected;
