1. Approve the enclosed Rules of execution of accompanying waybills.

2. To committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (Tengebayev A. M.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic introduction "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days after day of its first official publication.

Rules of execution of accompanying waybills

Chapter 1. General provisions

1. These rules of execution of accompanying waybills are developed according to the subitem 7) of article 7 of the Law of the Republic of Kazakhstan of November 15, 2010 "About state regulation of production and turnover of biofuel" and establish procedure for execution of accompanying waybills on biofuel (further - SNB) in form, according to appendix 1 to these rules, when carrying out transactions on realization (shipment), obtaining, movement, return, transportation, import and export of biofuel.

In these rules the following concepts are used:

the receiver - person performing transactions on obtaining, movement, return, transportation, biofuel import;

the supplier - person performing transactions on realization (shipment), movement, return, transportation, import and export of biofuel.

2. When carrying out each transaction on realization (shipment), movement, return, transportation, biofuel export suppliers without fail draw up SNB.

When importing biofuel on the territory of the Republic of Kazakhstan SNB is drawn up by the receiver no later than date of import to the territory of the Republic of Kazakhstan.

Chapter 2. Procedure for registration of SNB

3. SNB are drawn up in electronic form by means of Internet resource (web application) "Office of the taxpayer" (further - the program), in the state and (or) Russian languages.

The program is placed on Internet resource (web portal) of authorized body in the field of biofuel turnover (further - authorized body).

4. In SNB the following data are specified:

1) number SNB (it is appropriated automatically by the program);

2) date and time of registration (it is put down automatically by the program);

3) transaction code (gets out of the reference book of the program);

4) individual identification number (further - IIN), business and identification number (further - BIN) the supplier. When importing it is not filled;

17) amount of the implementable (shipped) biofuel (it is specified in tons);

18) sequence number of line;

19) name of product;

20) reservoir of container (in tons) (it is optional to filling when moving biofuel on the pipeline);

21) the number of container (in pieces) (it is optional to filling when moving biofuel on the pipeline);

22) total quantity (in tons);

23) products cost (in tenge) (it is optional to filling in case of internal transfer);
