About mitigation of consequences of drought

Article 1. Law purpose

This Law governs the relations connected with implementation of state policy on mitigation of consequences of drought in the Republic of Armenia and establishes the principles of program execution of mitigation of consequences of drought.

Article 2. Legislation on mitigation of consequences of drought

Process of mitigation of consequences of drought and the related relations are governed by this Law and other legal acts.

Article 3. The program principles of state policy on mitigation of consequences of drought

1. Work on mitigation of consequences of drought is carried out in terms and according to the procedure which are established by the Program of mitigation of consequences of drought (further - the Program).

2. The program which establishes proportions of its implementation is developed by the Government of the Republic of Armenia.

3. The financing amount necessary for accomplishment of the Program is reflected in account part of the government budget for the corresponding year.

Article 4. Contents of the Program

The program includes:

a) main objectives;

b) amounts and the schedule of implementation of the planned works - on the regions which were affected by drought;

c) the principles, amounts and sources of financing of the planned works;

d) the principles of accomplishment of the Program and priorities of the planned works;

e) the help provided to the population, the business entities and municipalities which were affected by drought;

e) procedure for control of process of implementation of works on mitigation of consequences of drought and their financing (including due to the help received from foreign states and the international organizations);

g) quantitative indices of acquisition and provision to the peasant economy of seed grain of wheat, barley, forage crops, landing material, potatoes, forage which was affected by drought for the purpose of carrying out zimovaniye of animals, and also mineral fertilizers and diesel fuel for implementation of agricultural works;

h) amount of the food aid provided to the farms which were affected by drought;

i) amounts of financing, necessary for ensuring activities of irrigational system and necessary quantity of the electric power.

Article 5. Report on accomplishment of the Program

The government of the Republic of Armenia together with the performance report of the government budget for this year submits the report on accomplishment of the Program in National Assembly.

Article 6. Transitional provisions

1. Operation of this Law also belongs to mitigation of consequences of drought of 2000.

2. The government of the Republic of Armenia till May 1, 2001 at meeting of National Assembly represents the message on accomplishment of the Program for 2000.

3. The regions which were affected by drought in 2000 treat:

Tallinn region, heights and bogharic regions of the Aragatsotn region;

foothill regions Ararat areas;

Bagramyan's region of the Armavir region;

Gegharkunik region;

heights and bogharic regions of the Shirak region;

heights and bogharic regions of the Lori region;

bogharic regions of the Kotayk region;

Sisiansky and bogharic regions of the Syunik region;

bogharic regions of the Vayots Dzor region;

heights and bogharic regions of the Tavush region.

Article 7. The introduction of the Law in force

This Law becomes effective from the moment of its official publication.
