1. Approve the enclosed Technique of assessment of activities of administrative government employees of the case "B" of law-enforcement bodies of the Republic of Kazakhstan.

3. To department of personnel work of the Ministry of Internal Affairs of the Republic of Kazakhstan (Darmenov A. D.) in the procedure established by the legislation of the Republic of Kazakhstan to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan after its official publication;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

4. To impose control of execution of this order on the supervising deputy minister of internal affairs of the Republic of Kazakhstan and the Department of personnel work of the Ministry of Internal Affairs of the Republic of Kazakhstan (Darmenov A. D.).

5. This order becomes effective after ten calendar days after day of its first official publication.

Technique of assessment of activities of administrative government employees of the case "B" of law-enforcement bodies of the Republic of Kazakhstan

Chapter 1. General provisions

1. The technique of assessment of activities of administrative government employees of the case "B" of law-enforcement bodies of the Republic of Kazakhstan (further - the Technique) is developed according to Item 5 of article 33 of the Law of the Republic of Kazakhstan of November 23, 2015 "About public service of the Republic of Kazakhstan" and determines evaluation procedure of activities of administrative government employees of the case "B" of law-enforcement bodies of the Republic of Kazakhstan (further - the serving cases "B").

2. The basic concepts used in this Technique:

1) the direct head - person, on the relation to which the estimated employee is under direct supervision;

2) the higher head - person, on the relation to which the direct head of the estimated employee is under direct supervision;

3) key target indicators (further - KTsI) - the indicators established according to the strategic plan of state body, the memorandum of the political employee or proceeding from specifics of activities of the serving case "B" (except for process work) which achievement testifies to efficiency of their activities;

4) the individual work plan - the document providing KTsI of the serving case "B" for the estimated period and constituted together with the direct head and approved by the higher head;

5) competences - set of knowledge, skills necessary for effective implementation of professional activity on specific state position;

6) behavioural indicators - behavioural characteristics and level of manifestation of competence at the serving case "B".

3. Assessment of activities of employees of the case "B" (further - assessment) is carried out for determination of efficiency and quality of their work.

4. Assessment is not carried out in cases if the term of its stay on specific position, including after exit from social leave or after completion of training constitutes less than three months, and also in the period of probation period.

The serving cases "B" being during evaluating on labor vacation, leave non-paid, the period of temporary disability, business trip or on training or directed to retraining, advanced training, pass assessment within five working days after appearance at work.

5. For evaluating by the official having the right of appointment to the state position and releases from the state position of the serving case "B" (further - the authorized person), the Commission on assessment (further - the Commission) which working body is the personnel service is created.

The structure of the Commission is determined by the authorized person. The number of members of the commission makes at least five people.
