1. Approve the enclosed Rules of functioning of single national reserve platform of storage of electronic information resources.

2. To provide to committee on information security of the Ministry of the defense and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic form in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of the defense and aerospace industry of the Republic of Kazakhstan after its official publication;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of the defense and aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of the defense and aerospace industry of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of functioning of single national reserve platform of storage of electronic information resources

Chapter 1. General provisions

1. These rules of functioning of single national reserve platform of storage of electronic information resources (further - Rules) are developed according to the subitem 17) of article 7-1 of the Law of the Republic of Kazakhstan of November 24, 2015 "About informatization" (further - the Law) and determine procedure for functioning of single national reserve platform of storage of electronic information resources, frequency of backup of electronic information resources of crucial objects of information and communication infrastructure.

2. In these rules the following basic concepts are used:

1) authorized body in the field of information security support (further - authorized body) - the central executive body performing management and cross-industry coordination in the field of information security support;

2) National coordination Information Security Center (further - NKTsIB) - structural division of Public Technical Service joint-stock company;

Crucial objects of information and communication infrastructure (further - KVOIKI) - objects of information and communication infrastructure, violation or the termination of functioning of which leads 3) to emergency situation of social and (or) technogenic nature or to considerable negative effects for defense, safety, the international relations, economy, certain spheres of economy or for life activity of the population living in the corresponding territory including infrastructure: heat supplies, electric utility services, gas supply, water supply, industry, health care, communication, bank sphere, transport, hydraulic engineering constructions, law-enforcement activities, "the electronic government";

4) hot reservation - use of additional program and technical means and their maintenance in active mode and (or) to ensuring transfer of changes in real time (or approximate to real time with delay no more than 1 hour) and safety of information;

5) the single transport circle of state bodies (further - UTS of GO) - the network of telecommunications incoming information and communication infrastructure of "the electronic government" and intended for ensuring interaction local (except for the local area networks having Internet access), departmental and corporate networks of telecommunications of state bodies, their subordinated organizations and local government bodies, and also other subjects of informatization determined by authorized body with observance of required level of information security;

6) backup copy - result of successfully complete process of creation of the copy of the database and in need of application software on the electronic medium, the database intended for recovery and in need of application software in initial type in case of their loss, damage, destruction or illegal change and removal;

7) long-term storage - one-time transfer of backup copies of electronic information resources on single national reserve platform of storage of electronic information resources with storage duration more than two years;

8) cold reservation - creation of backup copy funds of operating system from the worker or the switched-off electronic information resource for the purpose of data recovery possibility;

9) electronic information resources (further - EIR) - the information provided in electronic and digital form and containing on the electronic medium, Internet resource and (or) in information system;

10) single national reserve platform of storage of electronic information resources (further - ENRP) - the hardware and software intended for storage of backup copies of electronic information resources for the purpose of ensuring their safety and data recovery in case of need;

11) IP VPN - the virtual private data communication network built based on network infrastructure of provider of communication for the organization of data transmission between the client's objects under the TCP/IP protocol in which cryptographic methods are applied to ensuring protection of functionality and services.

3. Action of these rules does not extend to the information systems in the protected execution carried to the state secrets according to the legislation of the Republic of Kazakhstan on the state secrets, and also network of telecommunications of special purpose and (or) the governmental, secret, encoded and coded communication.
