About Council of heads of authorized bodies in the field of transport of state members of the Eurasian Economic Union

1. Create facilitative branch – Council of heads of authorized bodies in the field of transport of state members of the Eurasian Economic Union.

Regulations on Council of heads of authorized bodies in the field of transport of state members of the Eurasian Economic Union

I. General provisions

1. Council of heads of authorized bodies in the field of transport of state members of the Eurasian Economic Union (further respectively – Council of heads, authorized bodies, state members) is created according to the Agreement on the Eurasian Economic Union of May 29, 2014 (further – the Agreement) as facilitative branch for realization by state members from the coordinate (approved) transport policy (further – transport policy).

2. Council of heads in the activities is guided by the Agreement, other international treaties and acts constituting the right of the Eurasian Economic Union (further – the Union), the Regulations of work of the Eurasian economic commission approved by the Decision of the Supreme Eurasian economic council of December 23, 2014 No. 98, and also this Provision.

II. Main objectives, functions and powers of Council of heads

3. The main objectives of Council of heads are:

a) coordination of interaction of authorized bodies and organizations for ensuring realization of transport policy and acts of bodies of the Union in the field of transport;

b) consideration of offers and recommendations of the approved approaches about interaction with the international organizations and the third countries for transport taking into account interests of state members;

c) approval of approaches on the directions to perspectives of development of integration in the field of transport taking into account arrangements of state members.

4. Council of heads for realization of the tasks assigned to it performs the following functions:

a) considers information on implementation of acts of bodies of the Union, including on course of execution of actions plans ("road maps") on realization of transport policy and on preparation of drafts of actions plans ("road maps") on the subsequent stages of its realization;

b) considers and if necessary prepares offers on the following questions:

forming of effective mechanisms and instruments of realization of transport policy;

enhancement and harmonization of the legislation of state members in the field of transport according to the right of the Union;

feasibility of preparation according to the right of the Union of drafts of the international treaties and acts determining including procedure, conditions and stages of liberalization of services in modes of transport;

market development of transport services when carrying out step-by-step liberalization of transport services;

removal of obstacles (barriers, restrictions, withdrawals) influencing functioning of the domestic market of the Union in the field of transport;

attraction and use of personnel potential of state members;

interaction enhancement (including information) representatives органовв to the sphere of transport;

realization in state members of integration projects in the field of transport and infrastructure;

c) renders assistance in development of the approved line items of authorized bodies concerning transport in case of the solution of the matters of argument arising in case of realization of transport policy, and also in case of interaction with the third countries and the international organizations;

d) considers results of research works of the Eurasian economic commission (further – the Commission);

e) performs other functions within realization by state members according to the right of the Union of transport policy.

5. Council of heads performs the following powers:

a) makes decisions, prepares offers and recommendations for bodies of the Union aimed at providing realization of transport policy;

b) if necessary creates working (expert) groups for the solution of questions on activities of Council of heads.

III. Structure of Council of heads

c) signs protocols of meetings of Council of heads.

In coordination with members of council of heads officials and the staff of the Commission within whose competence the questions considered at meeting of Council of heads, representatives of authorized and other state bodies, scientific and educational institutions, public organizations, business communities of state members, the international organizations and independent experts are (further – participants of meeting) can participate in meeting of Council of heads.
