About Council of heads of accreditation bodies of state members of the Eurasian Economic Union

According to the subitem 22 of Item 2 of article 12 of the Agreement on the Eurasian Economic Union of May 29, 2014 the Supreme Eurasian economic council solved:

1. Create Council of heads of accreditation bodies of state members of the Eurasian Economic Union.

2. Approve the enclosed Regulations on Council of heads of accreditation bodies of state members of the Eurasian Economic Union.

Regulations on Council of heads of accreditation bodies of state members of the Eurasian Economic Union

I. General provisions

1. Council of heads of accreditation bodies of state members of the Eurasian Economic Union (further respectively – Council of heads, state members, the Union) is created as facilitative branch of the Union for the purpose of development of accreditation in the field of technical regulation in the Union within implementation of the Agreement on the Eurasian Economic Union of May 29, 2014.

2. Council of heads in the activities is guided by the Agreement on the Eurasian Economic Union of May 29, 2014, other international treaties and acts constituting the right of the Union including this Provision.

II. Main functions of Council of heads

3. Council of heads performs the following functions:

a) makes decisions by results of carrying out mutual comparative estimates of accreditation bodies of state members and on efficiency of taken corrective actions;

b) performs assistance in realization of state members of the following directions by accreditation bodies:

enhancement of development of accreditation within the Union;

interaction with the international and regional organizations for accreditation;

c) prepares offers on the following questions:

determination of strategy, the directions and perspectives of development of accreditation in the field of technical regulation within the Union;

forming of effective mechanisms of realization of the directions of development in the field of accreditation;

enhancement and harmonization of the legislation of state members in the field of accreditation;

enhancement of procedures of carrying out mutual comparative estimates of accreditation bodies of state members and their practical realization;

enhancement of interaction of accreditation bodies of state members;

ensuring information exchange of accreditation bodies of state members;

ensuring digitalization of processes in the field of accreditation;

feasibility of creation of the regional organization for accreditation;

d) carries out the analysis of the international practice and provides experience exchange of state members in the field of accreditation;

e) performs other functions within realization of coordinated actions of state members in the field of accreditation.

III. Rights of Council of heads

4. Council of heads has the right:

a) perform preparation of offers for consideration by the Eurasian economic commission (further – the Commission) concerning accreditation;

b) interact with state bodies, other government institutions of state members, scientific and educational institutions, public organizations, business communities of state members, the international organizations and independent experts concerning accreditation;

c) represent to the Commission of the offer on subjects of research works for inclusion in the plan of research works of the Commission;

d) represent the approved line item of accreditation bodies of state members to the Commission.

IV. Structure of Council of heads

5. The structure of Council of heads is created of heads of accreditation bodies of state members.

Council of heads with the right of advisory vote the member of Board of the Commission within whose competence questions of technical regulation are is included.

Accreditation bodies of state members timely inform Council of heads and the Commission on changes in the list of their heads.

6. Presides over meetings of Council of heads and the chairman of the board of heads performs the common directorship of activities of Council of heads.

Presidency in Council of heads is performed on rotational basis according to the procedure of the Russian alphabet within 1 calendar year without the prolongation right.

7. Chairman of the board of heads:

a) performs the common directorship of activities of Council of heads;

b) approves and approves the agenda of meeting of Council of heads, determines date, time and the place of its carrying out;

c) conducts meetings of Council of heads;

d) signs protocols of meetings of Council of heads;

e) performs other actions necessary for ensuring activities of Council of heads.

8. By the invitation of the chairman of the board of heads based on proposals of members of council of heads officials and the staff of the Commission within whose competence the questions considered at meeting of Council of heads, representatives of state bodies, other government institutions of state members, scientific and educational institutions, public organizations, business communities of state members, the international and regional organizations and independent experts are (further – participants of meeting of Council of heads) participate in meeting of Council of heads.

9. The chairman of the board of heads appoints the responsible secretary of Council of heads from among officials or the staff of accreditation body of state member from which the chairman of the board of heads, or the staff of the Commission within whose competence questions on activities, for a period of 1 year are is elected.

10. Responsible secretary of Council of heads:

a) prepares the draft of the agenda of meeting of Council of heads and submits it for approval to the chairman of the board of heads;

b) sends to members of council of heads and participants of meeting of Council of heads the approved agenda of meeting of Council of heads and materials to it;

c) informs members of council of heads and participants of meeting of Council of heads on date, time and the venue of the regular meeting of Council of heads;

d) takes the minutes of Council of heads, approves it with members of council of heads and presents for the signature to the chairman of the board heads;
