1. Approve the enclosed Regulations on procedure for provision of social payments to separate categories of the citizens of the Russian Federation who are subject to resettlement from the territory of the Baikonur complex for acquisition of premises in the territory of the Russian Federation.

2. To the government of the Russian Federation:

a) provide financing of the expenses connected with provision of social payments to separate categories of the citizens of the Russian Federation who are subject to resettlement from the territory of the Baikonur complex for acquisition of premises in the territory of the Russian Federation, having allocated including for these purposes in 2018 from the federal budget budgetary appropriations in the amount of 250 million rubles;

b) in 3-month time to bring the acts into accord with this Decree;

c) represent annually the report on providing with premises in the territory of the Russian Federation of the citizens called in the subitem "an" of this Item.

3. City administration of Baikonur to perform accounting of the citizens of the Russian Federation and members of their families having the right to provision of social payment according to this Decree, and also issue of the state housing certificates to them.

4. This Decree becomes effective from the date of its signing.

Regulations on procedure for provision of social payments to separate categories of the citizens of the Russian Federation who are subject to resettlement from the territory of the Baikonur complex for acquisition of premises in the territory of the Russian Federation

1. This Provision determines procedure for provision of social payments to the citizens of the Russian Federation who are subject to resettlement from the territory of the Baikonur complex (further - citizens of the Russian Federation) and to the members of their families having citizenship of the Russian Federation for acquisition of premises in the territory of the Russian Federation.

2. Social payments for acquisition of premises in the territory of the Russian Federation (further - social payments) are provided within budgetary appropriations of the federal budget.

3. The following categories of citizens concern to citizens of the Russian Federation:

a) the citizens having on the date of entry into force of the Presidential decree of the Russian Federation of May 18, 2018 No. 219 general length of service and (or) services in calendar calculation at least 10 years in the located (being located) in the territory of Baikonur complex territorial authorities and (or) divisions of federal executive bodies and other federal state bodies, city administration of Baikonur (city administration of Leninsk), trade-union bodies (in case of replacement of positions with the trade-union workers exempted from replacement of positions in state bodies and the organizations owing to election (delegation) in trade-union bodies), the Russian organizations of the space-rocket industry (their branches and representations), the state, municipal organizations, share of the Russian Federation and (or) city administration of Baikonur in the authorized capital of which constitutes at least 50 percent, the organizations (their branches and representations) of the State corporation for space activities Roskosmos and branch of the called Corporation (further - bodies and the organizations);

b) the citizens who stopped the employment or office relations with body or the organization in connection with their liquidation or for health reasons, having on the date of entry into force of the Presidential decree of the Russian Federation of May 18, 2018 No. 219 general length of service and (or) services in calendar calculation at least five years in bodies and the organizations and registration at the place of residence in Baikonur it is continuous within the last 10 years;

c) the citizens recognized as disabled people owing to mutilation, occupational disease or other damage of health connected with execution of labor obligations by them in bodies and the organizations and also the citizens of the Russian Federation who are suffering from severe forms of the chronic diseases got during accommodation in the territory of the Baikonur complex, and having the right to provision of premises by it under the agreement of social hiring out of turn in accordance with the legislation of the Russian Federation.

4. Social payment is provided to citizens of the Russian Federation and members of their families provided that they on the date of entry into force of the Presidential decree of the Russian Federation of May 18, 2018 No. 219:

a) are registered in accordance with the established procedure at the place of residence in Baikonur;

b) earlier were not provided within budgetary appropriations of the federal budget, budget of the subject of the Russian Federation, the local budget, including for the budget account of Baikonur, with premises in the territory of the Russian Federation, did not receive subsidies or other payments on acquisition or construction of premises in the territory of the Russian Federation in connection with resettlement from the territory of the Baikonur complex;

c) have no right to providing within budgetary appropriations of the federal budget, budget of the subject of the Russian Federation, the local budget, including for the budget account of Baikonur, premises in the territory of the Russian Federation in accordance with the legislation of the Russian Federation on other bases;

d) stay in the procedure established by city administration of Baikonur on the registry in city administration of Baikonur as persons in need in premises in the territory of the Russian Federation and subject to resettlement from the territory of the Baikonur complex (further - accounting);

e) are not employers of premises under agreements of social hiring, employment contracts of premises of housing stock of social use or members of the family of the employer of premises under the agreement of social hiring, the employment contract of premises of housing stock of social use or owners of premises (share in the property right to premises) or members of the family of the owner of the premises (share in the property right to premises) located in the territory of the Russian Federation;

e) did not alienate within five years premises (share in the property right to the premises) located in the territory of the Russian Federation did not terminate the agreement of social hiring of premises or the employment contract of premises of housing stock of the social use located in the territory of the Russian Federation with intention of acquisition of right to stay on the registry.
