1. Approve enclosed:

Rules of calculation of maintenance cost of subjects to conducting mining operations by professional rescue services, the professional rescue units performing mine-rescue works.

2. Items 1 - 13, 15, 16, 19 - 23 and 25 - 27 Regulations on the militarized mine-rescue parts which are under authority of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response approved by the order of the Government of the Russian Federation of January 28, 2012 No. 45 "About approval of the Regulations on the militarized mine-rescue parts which are under authority of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response" (Russian Federation Code, 2012, No. 6, Art. 690), to recognize invalid.

Regulations on the professional rescue services, professional rescue units performing mine-rescue works

1. This Provision determines procedure for activities, task, function and power of professional rescue services, the professional rescue units performing mine-rescue works (further - professional mine-rescue services and forming), requirements to their structure, structure, completing, equipment and permanent readiness, conditions of their placement, execution of watch by rescuers of the specified services and forming.

2. Professional mine-rescue services and forming are created for accomplishment on subjects to conducting mining operations of the mine-rescue works and works of not emergency nature requiring use of individual protection equipment of respiratory organs and (or) mine-rescue equipment, in the period of construction, operation, reconstruction, capital repairs, modernization, preservation or liquidation of the specified objects (further - mine-rescue servicing).

3. Treat professional mine-rescue services and forming provided by part 3 of article 2 of the Federal law "About Introduction of Amendments to the Federal Law "About Rescue Services and the Status of Rescuers" regarding Enhancement of Activities in the field of the Prevention and Liquidation of Emergency Situations on Subjects to Conducting Mining Operations" (further - the Federal Law) the professional rescue services, professional rescue units performing mine-rescue works and being under authority of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response (further - the militarized mine-rescue parts), the professional rescue services, professional rescue units created about day of entry into force of the Federal Law in the organizations mining the mining and chemical and nuclear industry for accomplishment of mine-rescue works on the subjects to conducting mining operations belonging to them (further - professional mine-rescue services and forming of the organizations), and also the professional rescue services, professional rescue units authorized by the Government of the Russian Federation about day of entry into force of the Federal Law to perform mine-rescue works on subjects to conducting mining operations (further - authorized professional mine-rescue services and forming).

4. The main objectives of professional mine-rescue services and forming are:

maintenance in permanent readiness of governing bodies, forces and means for work on liquidation of emergency situations on subjects to conducting mining operations;

liquidation of emergency situations on subjects to conducting mining operations.

5. For realization of the assigned tasks professional mine-rescue services and forming perform the following main functions:

a) accomplishment of mine-rescue works;

b) performance of works of not emergency nature, the individual protection equipment of respiratory organs and (or) mine-rescue equipment requiring application (further - technical works);

c) participation in plan development of actions for localization and mitigation of consequences of accidents on hazardous production facilities;

d) verification of actions plans on localization and mitigation of consequences of accidents on hazardous production facilities on compliance to actual state of readiness of the organizations operating subjects to conducting mining operations (further - the organizations), to carrying out mine-rescue works;

e) accomplishment of the obligations following from tasks of Universal State System of Prevention and Response to ES.

6. Within mine-rescue servicing professional mine-rescue services and forming can perform the following additional functions:

a) performance of works on sampling and the analysis of high-quality composition of atmospheric (miner) air and its dust content on subjects to conducting mining operations;

b) delivery of health care, including medical evacuation by medical crews of the emergency reaction, to employees of the organizations, and also first-aid treatment to the citizens who were injured in case of emergency situations, persons having the corresponding preparation;

c) methodical maintenance of activities of auxiliary mine-rescue teams of the organizations;

d) training in additional professional programs of employees of professional mine-rescue services and forming and members of auxiliary mine-rescue teams of the organizations;

e) training of employees of the organizations for actions in emergency and to the correct use of individual protection equipment of respiratory organs;

e) carrying out depressionny and thermal shootings on subjects to conducting mining operations;

g) repair and maintenance of respiratory devices, survey meters, means of emergency communication and fight against the underground fires, and also other types of mine-rescue equipment;

h) experience exchange of work with rescue services and rescue units, including foreign;

i) participation in development of project decisions on antiemergency protection of subjects to conducting mining operations;
