1. Approve Regulations on procedure for carrying out certification of heads and employees of divisions of the state bodies and other state-financed organizations responsible for development of information technologies and communications, according to appendix.

2. This order becomes effective from the date of its official publication.

This Provision according to the Presidential decree of the Republic of Uzbekistan of February 19, 2018 No. UP-5349 "About Measures for Further Enhancement of the Sphere of Information Technologies and Communications" and the resolution of the President of the Republic of Uzbekistan of February 19, 2018 No. PP-3549 "About the organization of activities of the Ministry of development of information technologies and communications of the Republic of Uzbekistan" determines procedure for carrying out certification of heads and employees of divisions of the state bodies and other state-financed organizations responsible for development of information technologies and communications.

Chapter 1. General provisions

1. The ministry of development of information technologies and communications of the Republic of Uzbekistan (further - the Ministry) provides timely and proper carrying out certification of heads and employees of divisions of the state bodies and other state-financed organizations responsible for development of information technologies and communications (further - certified) according to the requirements established by this Provision.

2. Public institution "Project management center of the electronic government" under the Ministry is working body for carrying out certification (further - Working body).

3. The main objectives of certification are:

determination of professional category, having high qualification, initiative and responsibility;

detection of need of professional training, retraining or advanced training of workers;

enhancement of the organization of work and increase in efficiency of work;

optimization of matching and placement of personnel, development of relevant proposals on personnel policy;

stimulation of professional growth and business career of workers, promotion on urgent and perspective sites of work of the worthy and betrayed to the case skilled heads and specialists.

4. Certifications are subject heads and employees of divisions of the state bodies and other state-financed organizations responsible for development of information technologies and communications (further - the organization).

Chapter 2. Main criteria for evaluation of efficiency of activities of workers

5. The main criteria for evaluation of activities certified when carrying out certification are ownership:

knowledge of regulatory framework of the Republic of Uzbekistan providing the legal basis of development, enhancement and implementation of information and communication technologies and the electronic government in activities of bodies of the public and economic board, the government on places;

knowledge of work bases in electronic document management system, uses of the digital signature and e-mail;

skills of work at the level of the advanced user on the personal computer;

skills of work with office software applications, and also works on the Internet, local and corporate networks;

skills of use of electronic document management system, e-mail and digital signature.

Chapter 3. Carrying out certification

6. Certified once in three years undergo certification in the Ministry and its territorial administrations.

7. The list of certified affirms the head of the organization in coordination with the Ministry.

8. Certifications are not subject:

persons having length of service in the field of information and communication technologies less than two years;

the expectant mothers and women who were on child care leave aged to two and up to three years within the first year after their entry into work;

the workers who are on long-term treatment;

the workers directed to training, rates of retraining or advanced training in educational institutions of the republic and foreign countries;

persons working at conditions of the terminal employment contract for accomplishment of certain works;

persons under 18;

persons employed on reservation of the minimum quantity of workplaces for the persons needing social protection, experiencing difficulties in job search and incapable on equal terms to compete in the labor market, within three years from the date of acceptance on these workplaces.

9. The certified worker shall:

be on meeting of certifying commission;

answer the questions asked by certifying commission within carrying out certification;

at the request of members of certifying commission to give the explanations connected with accomplishment of the assigned functional obligations.

In case of absence of the worker on meeting of certifying commission on reasonable excuse, carrying out certification is transferred the next day, determined by certifying commission.
