1. Approve the enclosed Rules of provision of subsidies from the federal budget to the airports located in the region of the Far North and areas equated to them.

2. Recognize invalid:

the order of the Government of the Russian Federation of December 20, 2007 No. 907 "About approval of Rules of provision of subsidies from the federal budget to the organizations (except for federal state institutions and the federal state companies) operating the airfields which are in federal property or in property of joint-stock companies which 100 percent of shares is in federal property, both located in the region of the Far North and the areas equated to them" (The Russian Federation Code, 2007, No. 53, the Art. 6604);

Rules of provision of subsidies from the federal budget to the airports located in the region of the Far North and areas equated to them

1. These rules establish procedure, the purposes and conditions of provision of subsidies from the federal budget to the airports located in the region of the Far North and areas equated to them (further respectively - the airport, subsidies).

2. Subsidies are provided within the budgetary appropriations provided by the Federal Law on the federal budget for the corresponding financial year and planning period and limits of the budget obligations brought in accordance with the established procedure to Federal Air Transport Agency as the receiver of means of the federal budget, on the purposes specified in Item 1 of these rules.

3. Subsidies are provided for the purpose of compensation to the organizations operating the airfields which are part of the airports (further - airfields), the half-received income connected with establishment concerning airfield of rate of charge for take-off / landing for 1 ton of the maximum take-off mass of the aircraft below settlement cost of service in take-off / landing (further - the organizations).

4. Receivers of subsidies are the organizations included in the list of receivers of subsidies according to Item 6 of these rules and corresponding on the 1st, preceding month in which decision making about provision of subsidy, to the following requirements is planned:

a) the organization is not foreign legal entity, and also the Russian legal entity in whose authorized (share) capital share of participation of foreign legal entities whose place of registration is the state or the territory included in the list of the states and the territories which are providing preferential tax regime of the taxation and (or) not providing disclosure and provision of information approved by the Ministry of Finance of the Russian Federation when carrying out financial transactions (offshore zones) concerning such legal entities in total exceeds 50 percent;

b) the organization does not receive means from the federal budget according to other legal acts on the purposes specified in Item 3 of these rules;

c) the organization has no unexecuted obligation on tax payment, charges, the insurance premiums, penalty fee, penalties and percent which are subject to payment in accordance with the legislation of the Russian Federation about taxes and fees;

d) the organization has no overdue debt on return to the budget of the budget system of the Russian Federation of the subsidies, budget investments provided including according to other legal acts, and other arrears to budgets of the budget system of the Russian Federation;

e) the organization is not in process of reorganization, liquidation and bankruptcy.

5. The subsidy is provided in the amount of, determined as the work of the amount of the maximum take-off mass of the aircrafts which performed departure from airfield (the general tonnage of the maximum take-off mass of aircrafts), base rate in the amount of 260 rubles for 1 ton of the maximum take-off mass of the aircraft and correction coefficients according to appendix No. 1.

6. The organizations meeting the following requirements are included in the list of receivers of subsidies:

a) operate the airfields which are in federal property or in property of joint-stock companies which 100 percent of shares is in federal property;
