1. Approve the enclosed Rules of interaction of information system of body of state revenues and information systems of carriers by provision of the preliminary information.
2. To committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (Tengebayev A. M.) in the procedure established by the legislation to provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Finance of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.
3. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of interaction of information system of body of state revenues and information systems of carriers by provision of the preliminary information (further - Rules) are developed according to Item 6 of article 31 of the Code of the Republic of Kazakhstan of December 26, 2017 "About customs regulation in the Republic of Kazakhstan" (further - the Code) and determine order of interaction of information system of body of state revenues and information systems of carriers by provision of the preliminary information.
2. The purpose of submission of the preliminary information is obtaining by body of state revenues of data on the goods planned to movement through customs border of the Eurasian Economic Union (further - EEU), for risks assessment and adoption of provisional solutions about the choice of objects, forms of customs control and measures providing carrying out customs control before arrival of goods on customs area of EEU.
3. The carrier by means of the information system used by it performs forming of the preliminary information about the goods imported on the territory of the Republic of Kazakhstan and sends it to information system of body of state revenues.
4. Interaction of information system of body of state revenues and information systems of carriers is performed through the integrated services according to the requirements established by the Law of the Republic of Kazakhstan of November 24, 2015 "About informatization" (further - the Law).
5. Information system of body of state revenues, having received the preliminary information from information system of carrier (IS of Carrier), performs on compliance to the requirements determined by the Commission to structure, structure and format of provided preliminary information, and (or) requirements provided in Item 7 of article 31 of the Code.
In case of compliance to provided preliminary information, to the established requirements it is registered by assignment of registration number of the preliminary information and goes to IS of Carrier.
In case of discrepancy to provided preliminary information to the established requirements the electronic notification with refusal in its registration with indication of the reasons of such refusal goes to IS of Carrier.
6. Specifics of interaction of information systems of body of state revenues and information systems of carriers are based on technology of interaction of information systems depending on mode of transport, data transmission methods, and also its uses are more whole.
7. The information system used by carriers for submission of the preliminary information in information system of body of state revenues conforms to requirements, established by the Code, and also the order of the Minister of Finance of the Republic of Kazakhstan of February 23, 2018 No. 266 "About approval of requirements to the software products used by the customs applicants or persons performing activities in the field of customs affairs for submission of the documents and data provided by the Code of the Republic of Kazakhstan "About customs regulation in the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts for No. 16506).
