1. Approve the enclosed Rules of access, obtaining and use by persons of information containing in information systems of bodies of state revenues according to appendix to this order.
2. To committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (Tengebayev A. M.) in the procedure established by the legislation to provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts;
3) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan.
3. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of access, obtaining and use by persons of information containing in information systems of bodies of state revenues (further – Rules) are developed according to item 4 of article 438 of the Code of the Republic of Kazakhstan of December 26, 2017 "About customs regulation in the Republic of Kazakhstan" (further – the Code) and determine procedure for obtaining and use by persons of information containing in information systems of bodies of state revenues (further – IS OGD).
2. The concepts used in these rules are applied according to the customs legislation of the Eurasian Economic Union (further – EEU) and the Republic of Kazakhstan.
3. The software of IS OGD by means of which customs declaration of goods is performed are implemented using web technologies and it is posted on the website www.kgd.gov.kz.
4. By means of IS OGD services are provided to physical persons and legal entities.
5. In IS OGD there are internal and external modules.
6. IS OGD internal module:
1) is limited access, is implemented for the purpose of rendering services to subjects of foreign economic activity and (or) to persons performing activities in the field of customs affairs including Authorized Economic Operators (further – persons);
2) it is realized by "the principle of one window" in the form of centralized rendering services to persons.
7. The IS OGD external module is public.
8. Access to the IS OGD external module is provided to all persons having access to the Internet without restrictions.
9. By means of the IS OGD External module filing of applications and registration of persons as the user according to the order of the Minister of Finance of the Republic of Kazakhstan of February 28, 2018 No. 321 "About approval of Rules of registration as the user of information system of bodies of state revenues" is performed (it is registered in the Register of state registration of regulatory legal acts No. 16596).
10. The entrance to the internal module is performed by persons by means of the electronic and digital signature of National certification center of the Republic of Kazakhstan of person (further – the EDS of NUTs).
11. Persons obtain information containing in the IS OGD having limited access and being under authority of bodies of state revenues only for the purpose of making of customs transactions taking into account articles 19 and 449 of the Code.
12. Information placed in the IS OGD internal module contains the personal data having limited access.
13. For the purpose of information security in IS OGD of person, in case of receipt of information certify requests by means of the EDS of NUTs.
14. Persons in IS OGD:
give in electronic form all types of customs declarations with use of the EDS of NUTs;
use the preliminary information in the form of the electronic document with use of the EDS of NUTs, as the notification on arrival, the transit declaration, the preliminary customs declaration on goods, declarations on the vehicle, documents for the placement on temporary storage, without provision of additional documents.
give and use the preliminary customs declaration in the form of the electronic document with use of the EDS of NUTs as the preliminary information without provision of additional documents;

15. Persons can address to support service of IS OGD by e-mail.
16. Information placed by IS OGD is used for work within customs clearance of goods in the Republic of Kazakhstan.
17. The IS OGD external module contains public information for all concerned parties, including:
on scheduled maintenance on the IS OGD server hardware;
normative legal information concerning customs regulation in the Republic of Kazakhstan;
software of IS OGD;
normative reference information (codes of the commodity nomenclature of foreign economic activity of the European economic union, codes of customs posts others);
