Regulations on payment procedure of the monthly allowance to official pay rate for special conditions of civil service, awards for accomplishment of especially important and difficult tasks, financial support, lump sum payment by provision of annual paid leave and one-time encouragement to the federal government civil servant of the Federal Service of troops of national guard of the Russian Federation

I. General provisions

1. This Provision determines payment procedure of the monthly allowance to official pay rate for special conditions of civil service <1>, awards for accomplishment of especially important and difficult tasks <2>, financial support, lump sum payment by provision of annual paid leave and one-time encouragement to the federal government civil servant replacing positions of Federal public civil service in the Federal Service of troops of national guard of the Russian Federation and its territorial authorities>, and is developed according to articles 50 and 55 of the Federal Law of July 27, 2004 No. 79-FZ "About the public civil service of the Russian Federation" <4>, Item 6 of the Presidential decree of the Russian Federation of July 25, 2006 No. 763 "About monetary pay of federal government civil servants" <5>.

2. Payment to civil servants of the allowance for special conditions, awards, financial support, lump sum payment by provision of annual paid leave and one-time encouragement is performed within the salary fund taking into account the available economy based on decisions of the director of the Federal Service of troops of national guard of the Russian Federation - the commander-in-chief of troops of national guard of the Russian Federation or his representatives to whom powers of the employer on behalf of the Russian Federation concerning civil servants are assigned <1>.

the civil servant of territorial authorities of Rosgvardiya - orders of territorial authorities of Rosgvardiya.

4. Preparation of drafts of orders on payment to civil servants of the allowance for special conditions, awards, financial support, lump sum payment by provision of annual paid leave and one-time encouragement is performed:

in central office of Rosgvardiya - Head department of personnel of the Federal Service of troops of national guard of the Russian Federation;

in territorial authorities of Rosgvardiya - personnel divisions of these bodies.

5. Drafts of orders on payment to civil servants of the allowance for special conditions, awards, financial support, lump sum payment by provision of annual paid leave and one-time encouragement are approved:

in central office of Rosgvardiya - with Finance and economics department of the Federal Service of troops of national guard of the Russian Federation;

in territorial authorities of Rosgvardiya - with financial divisions of these bodies.

II. Allowance payment procedure for special conditions

6. The allowance for special conditions is established for the purpose of material stimulation of the civil servants fulfilling the functional duties in the conditions differing from normal.

7. The main criteria for establishment of the allowance for special conditions are:

professional level of execution of job responsibilities according to official regulations;

performance of works of high tension and intensity;

special operating mode.

8. The allowance for special conditions is established within the sizes, stipulated in Item 5 Presidential decrees of the Russian Federation of July 25, 2006 No. 763 on the corresponding groups of positions of civil service.
