2. To provide to department of consular service of the Ministry of Foreign Affairs of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Republican state company on the right of economic maintaining "The republican center of legal information" in the state and Russian languages for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

1. These rules of collection and processing of dactyloscopic information at the citizens of the Republic of Kazakhstan applying for receipt of the passport of the citizen of the Republic of Kazakhstan abroad, foreigners and stateless persons in case of receipt of visas of the Republic of Kazakhstan (further - Rules) are developed according to the Law of the Republic of Kazakhstan of December 30, 2016 "About dactyloscopic and genomic registration" (further - the Law) and determine procedure for collection and processing of dactyloscopic information at the citizens of the Republic of Kazakhstan applying for receipt of the passport of the citizen of the Republic of Kazakhstan abroad, foreigners and stateless persons in case of receipt of visas of the Republic of Kazakhstan.

In these rules the following concepts are used:

1) the stateless person - the person who is not the citizen of the Republic of Kazakhstan and not having the evidence of the belonging to nationality of other state;

2) unified information system "Golden eagle" (further - EIS "Golden eagle") - unified information system on control of entrance - departure and stay of foreigners to the Republic of Kazakhstan and stay of receivers of visas to the Republic of Kazakhstan;

3) fingerprinting - receipt of prints of the skin patterns formed by papillary lines of nail phalanxes and the palmar surfaces of hands on material carriers;

4) collection of dactyloscopic information - the actions directed to receipt of dactyloscopic information;

6) the paper dactyloscopic card - the established form the form in paper form containing prints of all nail phalanxes of fingers of hands, control prints of fingers of hands, prints of palms of both hands and personal data of fingerprinted person according to the Rules of carrying out dactyloscopic and genomic registration approved by the order of the Minister of Internal Affairs of the Republic of Kazakhstan of September 30, 2024 No. 730 (it is registered in the Register of state registration of regulatory legal acts at No. 35161) (further - Rules of registration);

7) the electronic dactyloscopic card - the dactyloscopic card in electronic and digital form;

8) foreign institutions of the Republic of Kazakhstan (further - foreign institutions) - the diplomatic and equated to them representations being located abroad, and also consular establishments of the Republic of Kazakhstan;

9) the authorized employee - the employee of foreign institution having the right of collection and processing of dactyloscopic information;

10) the foreigner - the person who is not the citizen of the Republic of Kazakhstan and having the proof of the belonging to nationality of other state.

The authorized state body in the field of foreign policy activities carries out collection and processing of dactyloscopic information concerning the citizens of the Republic of Kazakhstan applying for receipt of the passport of the citizen of the Republic of Kazakhstan abroad, foreigners and stateless persons in case of receipt of visas of the Republic of Kazakhstan in foreign institutions of the Republic of Kazakhstan.

Chapter 2. Collection and processing of dactyloscopic information

Collection of dactyloscopic information includes receipt of foreign institution of the Republic of Kazakhstan by the authorized employee of biometric data on features of structure of papillary patterns of ten fingers of both hands of the person by fingerprinting and entering into information system "The registration Item "Documentation and Registration of the Population" (further - IS "RP DRN") or EIS "Golden eagle" of the personal data established by Rules of registration.
