About approval of the Procedure for use of means of the State fund of the treatment of radioactive waste

According to part four of Article 24-3 of the Budget code of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for use of means of the State fund of the treatment of radioactive waste which is applied.

2. Declare invalid the resolution of the Cabinet of Ministers of Ukraine of May 20, 2009 No. 473 "About approval of the Procedure for use of means of the State fund of the treatment of radioactive waste" (The Official Bulletin of Ukraine, 2009, No. 37, the Art. 1245).

Procedure for use of means of the State fund of the treatment of radioactive waste

1. This Procedure determines the mechanism of use of means of the State fund of the treatment of radioactive waste (further - Fund).

2. The main manager of fund is GAZO.

3. Managers of fund are budgetary institutions which belong to the sphere of its management and perform works and actions for the treatment of radioactive waste specified in Item 6 of this Procedure.

4. Receivers of fund are subjects of managing which belong to the sphere of management of GAZO and perform works and actions specified in Item 6 of this Procedure.

5. Distribution of fund between managers and receivers is performed by GAZO in coordination with the Ministry of the environment.

6. Fund is aimed at financial provision:

designings, constructions, acceptances for operation, operation, repair, reconstruction of complex of productions on deactivations, transportations, conversions, storages and burials of radioactive waste and infrastructure facilities, with it connected;

designings, constructions, commissioning, operation, removal from operation or closing (preservation), repair, reconstruction of storages of the radioactive waste including intended for long-term storage of the radioactive waste formed after conversion of the fulfilled nuclear fuel of the Ukrainian nuclear power plants, and infrastructure facilities which are connected with them;

accomplishment of complex of search, estimative, scientific and methodical, research and project works at the choice of platforms for the purpose of placement of geological storage for burial of radioactive waste according to their class;

contents in ecologically safe condition of the territories in which storages of radioactive waste are located;

carrying out engineering and prospecting works, designings, carrying out project appraisals, constructions, acceptances for operation, operation, repair, reconstruction, removal from operation, preservation or closing of the objects, installations and the equipment intended for the treatment of radioactive waste;

withdrawals of radioactive waste from the emergency, preserved, and also operating storages and Items of temporary storage and their transportation in storages which are located in exclusion zone;

repair, upgrade, purchase and production of the equipment, installations, machines and mechanisms, vehicles necessary for the treatment of radioactive waste;

radiation monitoring concerning condition of radioactive waste, radiation situation in storages of radioactive waste, including the objects of technology related infrastructure intended for the treatment of radioactive waste and the environment;

deactivations of the territories, equipment, installations, materials, overalls, individual protection equipment and other subjects of the treatment of radioactive waste;

collection, sorting, characterization, conditioning, transportation, conversion of radioactive waste;

creations, enhancement and functioning of systems of physical protection of radioactive waste;

fire and technogenic safety in case of the treatment of radioactive waste, and also acquisitions and contents in good repair the means of civil and fire protection connected with the treatment of radioactive waste;

developments, implementation and enhancement of management system activities in the field of the treatment of radioactive waste;

inventory counts of radioactive waste, including carrying out the state inventory count of radioactive waste and storages of radioactive waste;

functioning and enhancement of procedure for conducting the state accounting of radioactive waste;

safety in the field of the treatment of radioactive waste, environmental protections, ecological safety, evaluating and revaluation of safety of the objects intended for the treatment of radioactive waste;

liquidations of radiation accidents and their effects which were formed in case of the treatment of radioactive waste;

indemnification from radiation accidents in case of the treatment of radioactive waste;

safe and harmless working conditions and their improvement, improving actions, implementation of other actions for labor protection, social protection of personnel in case of the treatment of radioactive waste;

search, research, engineering and prospecting, project and design maintenance of works in case of the treatment of radioactive waste and enhancement of radiation protection, including during creation of infrastructure for storage and burial of radioactive waste;

enhancement existing and implementations of new technical means of radiation monitoring on condition of radioactive waste and control of condition of the surrounding environment;

enhancements of technologies of collection, characterization, sorting, conditioning, transportation, conversion of radioactive waste;

accomplishment of the sanitary and hygienic actions aimed at providing radiation safety in case of the treatment of radioactive waste;

preparation and retraining of personnel, advanced training of personnel of the licensees performing activities for the treatment of radioactive waste, holding information and educational actions, advisory referenda on placement of the objects intended for the treatment of radioactive waste including storages and burials of radioactive waste;

monitoring actions after closing of storages for burial of radioactive waste which is defined by international treaties which consent to be bound is provided by the Verkhovna Rada of Ukraine;

other works, tasks and actions connected with the treatment of radioactive waste which is transferred by licensees to the possession of the state.

7. Purchase of goods, works and services by fund is performed in the procedure established by the law.

The advance payment of such goods, works and services is made taking into account provisions of the budget legislation.
