The government of the Russian Federation decides:

1. Approve the enclosed Rules of provision of subsidy from the federal budget for development of infrastructure of the territories of the advancing social and economic development to residents, investors and the managing company performing functions on management of the territories of the advancing social and economic development in the subjects of the Russian Federation which are part of the Far Eastern Federal District and the free port of Vladivostok.

2. Recommend to executive bodies of the subjects of the Russian Federation which are part of the Far Eastern Federal District, include infrastructure facilities of the territories of the advancing social and economic development in comprehensive plans of development of subjects of the Russian Federation.

3. Recognize invalid:

the order of the Government of the Russian Federation of September 10, 2016 No. 902 "About approval of Rules of provision of subsidy from the federal budget of the managing company performing functions on management of the territories of the advancing social and economic development in the subjects of the Russian Federation which are part of the Far Eastern Federal District on financial provision of the costs connected with development of infrastructure of the territories of the advancing social and economic development" (The Russian Federation Code, 2016, No. 38, the Art. 5551);

Rules of provision of subsidy from the federal budget for development of infrastructure of the territories of the advancing social and economic development to residents, investors and the managing company performing functions on management of the territories of the advancing social and economic development in the subjects of the Russian Federation which are part of the Far Eastern Federal District and the free port of Vladivostok

I. General provisions

1. These rules establish the purposes, conditions and procedure for provision of subsidy for development of infrastructure of the territories of the advancing social and economic development to residents, investors and the managing company performing functions on management of the territories of the advancing social and economic development in the subjects of the Russian Federation which are part of the Far Eastern Federal District and the free port of Vladivostok (further - subsidy).

2. For the purposes of these rules such concepts as infrastructure of the territories of the advancing social and economic development, resident, the territory of the advancing social and economic development, authorized federal body and managing company which are used in these rules in the values determined by the Federal Law "About the Territories of the Advancing Social and Economic Development in the Russian Federation" are used.

3. The subsidy is provided for ensuring achievement of target indicators and indicators of the state program of the Russian Federation "Social and economic development of the Far East and the Baikal region" approved by the order of the Government of the Russian Federation of April 15, 2014 No. 308 "About approval of the state program of the Russian Federation "Social and economic development of the Far East and the Baikal region", for the purpose of financial provision (compensation) of costs for development of infrastructure of the territories of the advancing social and economic development in the following directions:

a) on technological accession of infrastructure of the territories of the advancing social and economic development to networks of providing, including electro-, gazo-, warm, water supply and water disposal, communication and other networks (further - technological accession);

b) on creation, reconstruction of infrastructure of the territories of the advancing social and economic development, accomplishment of project and prospecting works, conducting state examination, implementation of construction supervision, implementation of designer's service, conducting additional independent examination of quality of the performed works and services, technological and price audit, the feasibility statement, documentation on the layout of the territory, documents of territorial planning, plans of perspective development, carrying out cadastral works and preparation of projects of the timberland, projects of development of the woods, and also for other works and services connected with development of infrastructure of the territories of the advancing social and economic development;

c) on operation, content and repair of the infrastructure of the territories of the advancing social and economic development which is in property of managing company or its subsidiaries - managing company;

d) on acquisition of infrastructure of the territories of the advancing social and economic development (buildings, structures, constructions and other real estate units, and also the parcels of land (including agricultural purpose), the equipment and materials) - managing company;

e) for entering of non-paid monetary contributions into property of the subsidiaries which are not increasing the authorized capital of subsidiaries - managing company;

e) on implementation of fees in the authorized capital of subsidiaries on financial provision of costs in the directions specified in subitems "b" - "" of this Item, on condition of ensuring registration of the right of managing company to equivalent part of the authorized (share) capital of the specified subsidiaries created at the expense of means of the subsidy provided on implementation of fees in the authorized capital of subsidiaries of managing company - managing company;

g) on lease of the parcels of land and constructions - managing company;
