About hydrometeorological activities

This Law governs the public relations in the field of hydrometeorological activities in the Republic of Armenia, establishes the legal basis of hydrometeorological activities and is directed to requirements satisfaction of society, public authorities, legal entities and physical persons in receipt of information on the hydrometeorological phenomena and processes, and also aimed at providing hydrometeorological safety.

Chapter 1. General provisions

Article 1. Law purposes

The purposes of this Law are:

a) establishment of the legal basis of hydrometeorological activities;

b) creation of the corresponding conditions for forming of the market relations in the field of production, storages and uses of information on the hydrometeorological phenomena and processes;

c) legal support of coordinate and effective activities of national hydrometeorological system as a part of the international hydrometeorological network.

Article 2. The basic concepts used in the Law

In this Law the following basic concepts are used:

meteorology - the science studying structure and structure, chemical, biological and physical properties of the atmosphere and its interaction with the environment;

hydrology - the science studying education and distribution of waters on Earth, their manifestation, distribution, the address both in time and in space, chemical, biological, physical properties and interaction with the environment;

the hydrometeorological phenomena - manifestations of separate types of the hydrometeorological elements (atmospheric pressure, wind, humidity, air temperature and waters, level and consumption of water, floods, ice accretion, etc.) characterizing condition of weather and the mode of water objects;

hydrometeorological processes - consecutive development in time and space of the meteorological phenomena which characterize condition of the atmosphere and the hydrosphere;

hydrometeorological service - unity organizationally and the organizations which are technologically interconnected among themselves, organizations, the centers, the stations, posts providing accomplishment of complex of works in the field of meteorology including climatology, agricultural meteorology, limnology, monitoring

the hydrometeorological phenomena, including monitoring of ionosphere and near-earth space, provision of information about

hydrometeorological phenomena and processes;

hydrometeorological activities - production process (observations, collection, processing, the analysis, storage and use) information on the hydrometeorological phenomena and processes;

national hydrometeorological system - set of the organizations and services which make information on the hydrometeorological phenomena and processes in the territory of the Republic of Armenia;

the international hydrometeorological network - set of technologically interconnected national hydrometeorological systems acting on the basis of international treaties;

observations of the hydrometeorological phenomena - tool measurements and visual observations of the hydrometeorological phenomena (meteorological, climatic, aerological, hydrological, geophysical, agrometeorological, aktinometrichesky, ozonometric characteristics and physical, chemical (including radioactive) quantitative quality characteristics of the atmosphere, the earth, waters, snow cover);

the supervisory network - system of stationary and mobile subjects to observations of the hydrometeorological phenomena;

monitoring of the hydrometeorological phenomena - system of permanent observations, assessment and the forecast of the hydrometeorological phenomena;

information on the hydrometeorological phenomena and processes - the data obtained on the basis of observations of the hydrometeorological phenomena and also information products (the data and forecasts received by the analysis and processing);

emergency information on the hydrometeorological phenomena and processes - the actual and predicted information on the spontaneous phenomena and dangerous levels of environmental pollution which is in accordance with the established procedure transferred directly after its obtaining and processing;

information on the hydrometeorological phenomena and processes of general purpose - the actual and predicted information obtained collected and processed in accordance with the established procedure;

specialized information on the hydrometeorological phenomena and processes - target information which is obtained process, analyze, store and provide at the customer's request and which production requires extra works and costs;

hydrometeorological works of national and international appointment - works and researches of global, national or interregional scale, and also work and research which are important for development of economy, safety of the population and the state and steady functioning of economy and the social sphere;

the dangerous hydrometeorological or heliogeophysical phenomena (further – the dangerous phenomena) – the natural phenomena arising in the atmosphere and the hydrosphere which on the value, intensity, duration or time of origin threaten life, health and property of the population and also can cause significant material damage to different industries of economy;

the adverse hydrometeorological phenomena - the natural phenomena arising in the atmosphere and the hydrosphere which on the intensity and duration do not reach criteria of the dangerous phenomena, but can do certain harm;

hydrometeorological safety – protection of person, society and state against the dangerous and adverse hydrometeorological or heliogeophysical phenomena, against impact of global changes of climatic conditions,

basic objects of the state supervisory network - the objects having long and a numbers of these observations or are included in the international meteorological networks of the International meteorological organization or interstate network of the Countries of the independent states;

the state register of producers hydrometeorological information (further – the state register) – set of the bodies and persons identified by the Items and "v" part 1 of article 12 of this Law, done by them works and the rendered services, and also data on information, stipulated in Clause 20.

Article 3. Legislation on hydrometeorological activities

Legal regulation of hydrometeorological activities is performed by the Constitution of the Republic of Armenia, this Law, other laws and regulatory legal acts of the Republic of Armenia.

The property relations arising during use of organizational technical means of collection, processing, storage and distribution of information on condition of the atmosphere and the hydrosphere are regulated by the civil legislation of the Republic of Armenia.

In the state organizations and services of national hydrometeorological system of the relation, connected with acquisition of office weapon, are regulated by the Law of the Republic of Armenia "On traffic in weapons regulation".
