1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic form in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of Committee of homeland security of the Republic of Kazakhstan after its official publication.

4. To impose control of execution of this order on the supervising vice-chairman of Committee of homeland security of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of functioning of system of centralized operation by networks of telecommunications of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of functioning of system of centralized operation by networks of telecommunications of the Republic of Kazakhstan (further – Rules) are developed according to Item 2 of article 21 of the Law of the Republic of Kazakhstan "About communication" (further – the Law) and determine procedure for functioning of system of centralized operation by networks of telecommunications of the Republic of Kazakhstan.

2. Action of Rules extends to the networks of telecommunications constituting single network of telecommunications of the Republic of Kazakhstan.

3. In Rules the following determinations are used:

1) the subscriber – physical person or legal entity with which the service provision agreement of communication is signed;

2) the telecom operator – the physical person or legal entity registered in the territory of the Republic of Kazakhstan, rendering communication services and (or) operating communication networks;

3) Internet traffic – information volume, transferred and accepted through connection with the Internet for certain period of time;

4) system of centralized operation by networks of telecommunications of the Republic of Kazakhstan (further – management system) – the complex of organizational and technical actions for forming of managing parameters and to control of their execution including the hardware and software and communication links for centralized operation of telecommunications by networks;

5) the operator of intercity communication – the operator of fixed telephony owning and (or) operating long distance line of communication, long-distance switching exchanges and providing services of intercity telephone communication;

6) the operator of intercity and international telecommunication – the operator of fixed telephony owning and (or) operating long and international circuits of communication, long-distance and international switching exchanges and providing services of intercity and international telephone communication in transit of traffic and provision of network resources to other telecom operators;

7) the channel of correlation of management system (further – the channel of correlation) – the communication link connecting two nodes of management system and providing information transfer about asymmetric traffic on networks of the telecom operator;

8) management system control link (further – control link) – the communication link connecting management system node to central node and providing transfer of office information (these systems of video surveillance, statistical data about condition of traffic, data on parameters of management, infrastructure state-of-health data) between node and the control center of management system;

9) internal circuit of management system – the isolated communication network intended for management and functioning of management system;

10) central node of management system – object on which the subsystem of management of management system is located;

11) management system node – object on which the management system equipment is located;

12) traffic transmission – implementation of process of connection establishment and information transfer between users communication services (networks of telecommunications);

13) the operator of international telecommunication – the operator of fixed telephony owning and (or) operating international circuit of communication, the international switching exchange and providing services of the international telephone communication;

14) the international point of joint – the means of telecommunications intended for connection of the international switching exchange of the operator of international telecommunication of the Republic of Kazakhstan with the international switching exchanges of telecom operators of other states;

15) foreign telecom operators – the physical persons or legal entities rendering communication services outside the Republic of Kazakhstan.
