2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic form in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of Committee of homeland security of the Republic of Kazakhstan after its official publication.

4. To impose control of execution of this order on the supervising vice-chairman of Committee of homeland security of the Republic of Kazakhstan.

Rules of accession of networks of telecom operators to points of exchange of Internet traffic and omission of Internet traffic

Chapter 1. General provisions

1. These rules of accession of networks of telecom operators to points of exchange of Internet traffic and the omission of Internet traffic (further - Rules) are developed according to subitem 21-6) of article 13 of the Law of the Republic of Kazakhstan of December 21, 1995 "About bodies of homeland security of the Republic of Kazakhstan" and determine procedure for accession of networks of telecom operators to points of exchange of Internet traffic and the omission of Internet traffic.

2. In these rules the following basic concepts are used:

1) Internet traffic - information volume, transferred and accepted through connection with the Internet for certain period of time;

2) the omission of Internet traffic - implementation of process of connection establishment and information transfer between users communication services (networks of telecommunications);

3) the telecom operator - the physical person or legal entity registered in the territory of the Republic of Kazakhstan, rendering communication services and (or) operating communication networks;

4) points of exchange of Internet traffic - the hardware and software according to the omission (exchange) of Internet traffic of telecom operators in the territory of the Republic of Kazakhstan;

5) the BGP protocol (Border Gateway Protocol) - the protocol of border gateway of the version 4, intended for routing of traffic on the Internet;

6) autonomous system - system of the IP networks and routers managed by the telecom operators having single policy of routing on the Internet;

7) network route - transit of data in communication networks;

8) prefix - the routing information consisting of IP of network/subnet, using for the declaration of network route in the BGP protocol;

9) the RIPE NCC organization - the international organization which is carrying out distribution, registration of IP of networks/subnets on the Internet.

10) the database of globally distributed routing information - the Internet resource of the RIPE NCC organization intended for storage of registration information, the publication the politician of routing of IP of networks/subnets and autonomous systems.

Chapter 2. Procedure for accession of networks of telecom operators to points of exchange of Internet traffic and omission of Internet traffic

For accession to points of exchange of Internet traffic, telecom operators send to Public Technical Service joint-stock company (further - GTS) the statement on issue of specifications on connection of communication network to points of exchange of Internet traffic and the omission of Internet traffic (further - the statement) in form, according to appendix 1 to these rules.

4. GTS within five working days from the moment of receipt of the statement issues specifications on connection of communication network to points of exchange of Internet traffic and the omission of Internet traffic (further - specifications), according to appendix 2 to these rules.

In case of specifying of unreliable information in the statement, GTS, within three working days from the moment of obtaining applications are directed to the telecom operator in writing by the motivated answer about failure in issue of specifications with reasons for causes of failure.

5. The telecom operator within seven working days from the moment of receipt of specifications reports in writing in GTS about readiness of accession to points of exchange of Internet traffic and the omission of Internet traffic.
