About approval of regulations of the state services in questions of accounting of citizens of the Republic of Kazakhstan abroad

1. Approve:

1) regulations of the state service "Registration of Citizens of the Republic of Kazakhstan, Constantly and Temporarily Living outside the Republic of Kazakhstan" according to appendix 1 to this order;

2. To provide to department of consular service of the Ministry of Foreign Affairs of the Republic of Kazakhstan:

1) in the procedure established by the legislation of the Republic of Kazakhstan state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on official Internet resource of the Ministry of Foreign Affairs of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Management of legal examination of the Ministry of Foreign Affairs of the Republic of Kazakhstan of data on accomplishment of the actions provided in subitems 1), 2), 3), 4) of this Item.

3. To impose control of execution of this order on the supervising deputy minister of foreign affairs of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Registration of Citizens of the Republic of Kazakhstan, Constantly and Temporarily Living outside the Republic of Kazakhstan"

Chapter 1. General provisions

1. The state service "Registration of Citizens of the Republic of Kazakhstan, Constantly and Temporarily Living outside the Republic of Kazakhstan" (further - the state service) appears foreign institutions of the Republic of Kazakhstan (further - the service provider) based on the standard of the state service "Registration of Citizens of the Republic of Kazakhstan, Constantly and Temporarily Living outside the Republic of Kazakhstan" approved by the order of the Minister of Foreign Affairs of the Republic of Kazakhstan of January 9, 2018 No. 11-1-4/10 (it is registered in the Register of state registration of regulatory legal acts No. 16296) (further - the Standard).

the procedure (action) 3 - registration of citizens of the Republic of Kazakhstan, constantly and temporarily living outside the Republic of Kazakhstan, registration and issue to uslugopoluchatel of the insert to the passport of the citizen of the Republic of Kazakhstan in form according to appendix 1 to the Standard, certificates of the registration (constituted in any form) or the motivated answer about refusal in rendering the state service - 1 (one) working day.

7. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):

according to the procedure (action) 1 - mark about adoption of documents for copies of the application;

according to the procedure (action) 2 - the decision of the consular official of ulugodatel on registration of citizens of the Republic of Kazakhstan, constantly and temporarily living outside the Republic of Kazakhstan;

according to the procedure (action) 3 - issue of the insert to the passport of the citizen of the Republic of Kazakhstan, the certificate of the registration (constituted in any form) or the motivated answer about refusal in rendering the state service according to Item 10 of the Standard.
