About approval of the Procedure for use of the means provided in the government budget for implementation methodical and material logistics of activities of educational institutions, ensuring activities of advisory councils concerning conducting examination of theses

According to part seven of Article 20 of the Budget code of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for use of the means provided in the government budget for implementation methodical and material logistics of activities of educational institutions, ensuring activities of advisory councils concerning conducting examination of theses which is applied.

2. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.

Procedure for use of the means provided in the government budget for implementation methodical and material logistics of activities of educational institutions, ensuring activities of advisory councils concerning conducting examination of theses

1. This Procedure determines the mechanism of use of the means provided in the government budget according to the "Implementation Methodical and Material Logistics of Activities of Educational Institutions, Ensuring Activities of Advisory Councils concerning Conducting Examination of Theses" program (further - budgetary funds).

2. The main manager of budgetary funds is MON.

Manager of budgetary funds of the lowest level in the directions determined by subitems 1 - the 9th Item 3 presents of the Procedure, is the public scientific institution "Institute of Upgrade of Content of Education".

The paragraph third is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 06.03.2019 No. 217.

3. Budgetary funds are allocated on:

1) the edition (reissuing), acquisition, storage of textbooks and benefits (including electronic versions of printing textbooks and with audiomaintenance), benefits of the School Library series for the purpose of replenishment of school library stocks and dictionaries for pupils and pedagogical employees of organizations of general average, professional (professional) education, educational and methodical literature for pedagogical workers, the training materials (notebooks with printing basis, didactic materials, including their electronic versions and with audiomaintenance) for organizations of general secondary education (which participate in the All-Ukrainian experiment connected with realization of new State standard of primary education; performing inclusive training; in which there are classes (groups) with training at languages of ethnic minorities) (further - textbooks and benefits).

First of all budgetary funds are allocated for the edition and acquisition of textbooks and benefits for persons with special educational needs;

2) delivery of textbooks and benefits to structural divisions of science and education regional and Kiev city state administrations, forming and storage of reserve of MON of textbooks and benefits;

3) creation, acquisition, approbation of electronic textbooks for pupils and pedagogical employees of organizations of general average, professional (professional) education (further - electronic textbooks);

4) carrying out competitive selection of drafts of textbooks (including electronic textbooks) for job seekers of complete general secondary education;

5) preparation and carrying out experiment on implementation and use of electronic textbooks in system of general secondary education (further - experiment);

6) development, acquisition and maintenance of remote rates for pupils and pedagogical employees of organizations of general secondary education for placement of the specified rates on the National educational electronic platform (further - the National platform);

7) the organization and carrying out final stages of All-Ukrainian tender of professional skill of "WorldSkills Ukraine", All-Ukrainian tender of professional skill among job seekers of professional (professional) education, International language and literary contest of student's and student's youth of Taras Shevchenko, International contest on Ukrainian of Pyotr Yatsik and All-Ukrainian tender of student's creativity (further - tenders);

8) implementation, upgrade and functioning of the National platform.

9) the organization and carrying out professional orientation work (including professional orientation testing) among the studying youth;

10) organization and ensuring work of advisory councils for conducting examination of theses.

4. At the expense of budgetary funds in the direction determined by the subitem 3 Items 3 presents of the Procedure expenses on payment of the goods, works and services connected with creation, acquisition and approbation of electronic textbooks including on acquisition of right to their use are performed.

5. At the expense of budgetary funds in the direction determined by the subitem 5 of Item 3 presents of the Procedure expenses are performed on:

development and acquisition for placement on the National platform of electronic educational resources and services, means of estimation, methodical, didactic training materials;

purchase of the computer and multimedia equipment, the software for the educational institutions participating in experiment.

6. Budgetary funds in the direction determined by the subitem 6 of Item 3 presents of the Procedure are used for the purpose of development, acquisition and maintenance of remote rates for:

advanced trainings of pedagogical employees of organizations of general secondary education;

training of pupils and other persons for external independent estimation;

studying by pupils of the 9-11th classes of Ukrainian and literature, history and geography of Ukraine, jurisprudence (including that which live in temporarily occupied territories, and pupils with special educational needs of the 10-12th classes).

7. At the expense of budgetary funds in the direction determined by the subitem 7 of Item 3 presents of the Procedure expenses are performed on:

acquisition of valuable presents, diplomas and certificates for winners and participants of tenders, paper, office supplies, consumable materials for carrying out tenders;

payment of medical and transport services, food and accommodation of participants of tenders, lease of rooms, lease (operation) of the equipment and office equipment and other.

8. At the expense of budgetary funds in the direction determined by the subitem 8 of Item 3 presents of the Procedure are performed:
