About bodies of system of public administration

Article 1. Subject of regulation of the Law

1. According to article 159 of the Constitution, this Law establishes circle, procedure for forming of bodies of system of public administration, and also governs the other relations connected with these bodies.

Article 2. Bodies of system of public administration

1. According to article 159 of the Constitution, bodies of system of public administration the ministries, and also the bodies subordinated to the Government, the Prime Minister and the ministries are.

Article 3. Ministry

1. The ministry develops and performs policy of the Government in the field of activity assigned to it.

2. The list of the ministries is established by the Law of the Republic of Armenia "About structure and activities of the Government".

Article 4. Organa, subordinated to the Government

1. The body subordinated to the Government provides implementation the separate direction of policy of the Government assigned to it by the law and also promotes development of policy of the Government within the direction assigned to it.

2. The following bodies are subordinated to the government:

1) Committee of the inventory;

2) Committee on regulation of nuclear safety;

3) Committee on state revenues;

4) Statistical committee;

5) Committee on town planning;

6) Inspection body of health care and work;

7) Inspection body of conservation and subsoil;

8) Inspection educational body;

9) Inspection control facility of the market;

10) Inspection security service of foodstuff;

11) Inspection body of town planning, technical and fire safety.

Article 5. Organa, subordinated to the Prime Minister

1. Organa, subordinated to the minister, are effective in spheres of homeland security, state control, state protection and foreign intelligence.

2. The following bodies are subordinated to the Prime Minister:

1) Service of homeland security;

2) ceased to be valid according to the Law of the Republic of Armenia of 20.12.2022 No. ZR-458

3) Service of the state control;

4) Service of foreign intelligence;

5) Service of the state protection.

Article 6. The body subordinated to the ministry

1. The body subordinated to the ministry is effective within the field of activity allocated for the ministry and provides realization of the separate directions of the field of activity carried to competence of the ministry.

2. The following bodies are subordinated to the ministry:

1) Service on ensuring forced execution;

2) Criminal and executive service;

3) Service of probation;

4) Rescue service;

5) Single social service;

6) Service of the state protocol;

7) Service of migration and nationality;

8) Water committee;

9) ceased to be valid according to the Law of the Republic of Armenia of 29.05.2023 No. ZR-157

10) Committee on civil aviation;

11) Committee on tourism;

12) General Staff of armed forces;

13) Military-industrial committee;

14) Management committee state-owned property;

15) ceased to be valid according to the Law of the Republic of Armenia of 29.05.2023 No. ZR-157

16) Ecopatrol service;

17) Committee on language;

18) ceased to be valid

19) Police;

20) Committee of the higher education and science.

3. Subordination to the ministry of the body subordinated to the ministry is established by the Government.

Article 7. Procedure for forming or charter of body of system of public administration

1. The body of system of public administration is created, will be reorganized, and its activities stop the law.

2. The head of the body subordinated to the Government for the proposal of the Prime Minister the Government, except for appoints and dismisses the head of inspection body which purpose and dismissal are regulated by the Law of the Republic of Armenia "About inspection bodies".

3. The deputy manager of the body subordinated to the Government for the proposal of the head is appointed and dismissed by the Prime Minister if other is not provided by the law.

4. The head of the body subordinated to the Prime Minister is appointed and dismissed by the Prime Minister if other is not provided by the law.

5. The deputy manager of the body subordinated to the Prime Minister for the proposal of the head is appointed and dismissed by the Prime Minister if other is not provided by the law.

6. The head of the body subordinated to the ministry for the proposal of the corresponding minister is appointed and dismissed by the Prime Minister if other is not provided by the law.

7. The deputy manager of the body subordinated to the ministry for the proposal of the head the corresponding minister, except for appoints and dismisses deputy chief of the General Staff of Armed forces.

8. The number of persons employed of the ministry, and also the body subordinated to the ministry for the proposal of the corresponding minister is established by the Prime Minister. The number of persons employed of the bodies subordinated to the Government and the Prime Minister is established by the Prime Minister.

9. The charter of the ministry affirms the Prime Minister according to the proposal of the corresponding minister if the law does not provide other.

10. The charter of the body subordinated to the Government and the Prime Minister affirms the Prime Minister.

11. The charter of the body subordinated to the ministry is approved by the corresponding minister if other is not provided by the law.

12. The staff list of the ministry affirms the corresponding minister.

13. The staff list of the body subordinated to the Government and the Prime Minister affirms the head of this body.

14. The staff list of the body subordinated to the ministry for the proposal of the head of this body affirms the corresponding minister.

15. The charter of body of system of public administration, among other, includes the following data on body of system of public administration:

1) name and location;

2) organization of management and management;

3) structure.

17. The model form of the charter of body of system of public administration is established by the Government.
