About approval of Requirements to interaction of information systems in system of interdepartmental electronic interaction Tunduk

For the purpose of improvement of quality of interdepartmental interaction within transition to electronic control, according to the Law of the Kyrgyz Republic "About electronic control", articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve Requirements to interaction of information systems in system of interdepartmental electronic interaction Tunduk (further - SMEV "Tunduk") according to appendix.

2. To the public registration service under the Government of the Kyrgyz Republic:

- provide in accordance with the established procedure in temporary use hardware-software capacities of Data-processing center of the Public registration service under the Government of the Kyrgyz Republic to the State company "Center of Electronic Interaction" under the State committee of information technologies and communication of the Kyrgyz Republic for ensuring its smooth functioning;

- organize certification center on the hardware and software of the State company "Infokom" under the Public registration service under the Government of the Kyrgyz Republic for issue of authentication certificates of servers of safety of the information systems connected to SMEV "Tunduk", certificates of keys of verification of the digital signature, keys of the digital signature and keys of verification of the digital signature for the information systems connected to SMEV "Tunduk" based on infrastructure of open keys on algorithm of RSA (with digital signatures, time stamps (time-stamp functions), functions of online verification of the status of the certificate regarding otozvannost (OCSP)) for ensuring functioning of SMEV "Tunduk".

3. Determine the State company "Infokom" under the Public registration service under the Government of the Kyrgyz Republic certification center for issue of authentication certificates of servers of safety, certificates of keys of verification of the digital signature for the information systems connected to SMEV "Tunduk" according to the Requirements approved by Item 1 of this resolution.

4. Declare invalid the order of the Government of the Kyrgyz Republic of October 14, 2016 No. 436-r.

5. To impose control of execution of this resolution on department of construction, transport and communications of Government office of the Kyrgyz Republic.

6. This resolution becomes effective from the date of official publication.

Requirements to interaction of information systems in system of interdepartmental electronic interaction Tunduk

1. General provisions

1. These Requirements determine order of interaction of information systems in system of interdepartmental electronic interaction Tunduk (further - SMEV "Tunduk"), connections to it, its uses and administration, the general principles of implementation of exchange of information (electronic documents) between information systems of state bodies, local government bodies, public institutions and companies, and also legal entities and physical persons when implementing electronic control, including when rendering electronic state and municipal services.

2. Requirements to details and form (format) of electronic submission of information of state bodies, local government bodies, interfaces of exchange of information (electronic documents) of SMEV "Tunduk" and information systems connected to it are determined by participants of interaction in agreements on accession/interaction and are registered in the Catalogue of solutions of interdepartmental interaction.

3. These Requirements are not applied to the information systems containing the state secrets which operating procedure is determined by the legislation on protection of the state secrets.

4. The state bodies, local government bodies, the public and local government offices and the organizations rendering the state and municipal services or participating in their rendering shall provide possibility of exchange of information (electronic documents) with information systems of other bodies and organizations by means of SMEV "Tunduk", including to provide the translation in digital (electronic) format of ministerial procedures of rendering state/municipal services and accomplishment of state/municipal functions.

5. The terms and determinations used in these Requirements:

the adapter of information system of the member of SMEV "Tunduk" - the software which provides converting of the information requests transferred by means of SMEV "Tunduk" in the format required by information system of the member of SMEV "Tunduk", and back for implementation of interaction by service provision;

the authentication certificate of the server of safety - the electronic document containing the open key, information on the owner of key, key scope signed issued it certification center certifying authenticity of the server of safety and used for authentication of servers of safety in case of establishment of connection between servers of safety of information systems, allowing to establish with reliability of the participants of electronic interaction who sent and received the electronic document. The type (form) of the authentication certificate of the server of safety is determined by certification center in coordination with the operator of SMEV "Tunduk";

the applicant - state body, local government body, public institution and the company, and also the legal entity and physical person performing the powers of the owner (owner) of information system which addressed the operator of SMEV "Tunduk" for connection of information system to SMEV "Tunduk" according to these Requirements;

information system - the information system of the member of SMEV "Tunduk" connected to SMEV "Tunduk" and registered in the Catalogue of solutions of interdepartmental interaction;

the interface of the user of SMEV "Tunduk" - the standard, not central component of SMEV "Tunduk" intended for receipt of access to services of members of SMEV "Tunduk" which do not have own information systems;

The catalog of solutions of interdepartmental interaction (further - the Catalogue) - the information system performing accumulating, accounting and provision of information on members of SMEV "Tunduk" connected to SMEV "Tunduk" information systems of participants and the services rendered by means of SMEV "Tunduk", and also about the single qualifiers and reference books used by SMEV "Tunduk". The Catalogue form, and also the list of the data registered in the Catalogue is determined by the operator;
