According to the subitem 25) of article 11 of the Law of the Republic of Kazakhstan of April 23, 2014 "About law-enforcement bodies of the Republic of Kazakhstan", the subitem 11) of article 12 of the Law of the Republic of Kazakhstan of January 10, 2015 "About National guard of the Republic of Kazakhstan" and Item 153 of Rules of passing of military service in the Armed Forces, other troops and military forming of the Republic of Kazakhstan approved by the Presidential decree of the Republic of Kazakhstan of May 25, 2006 No. 124, I ORDER:

1. Approve the enclosed Rules of assignment, increase, confirmation, preserving, decrease and removal of cool qualification of employees and military personnel of law-enforcement bodies according to appendix 1 to this order.

2. Recognize invalid some orders of the Ministry of Internal Affairs of the Republic of Kazakhstan according to the List, according to appendix 2 to this order.

3. To department of personnel work of the Ministry of Internal Affairs of the Republic of Kazakhstan (Abdigaliyev A. U.) in the procedure established by the legislation of the Republic of Kazakhstan to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan after its official publication;

5) within ten working days after state registration of this order submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

4. To impose control of execution of this order on the supervising deputy minister of internal affairs of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of assignment, increase, confirmation, preserving decrease and removal of cool qualification of employees and military personnel of law-enforcement bodies

Chapter 1. General provisions

1. These rules of assignment, increase, confirmation, preserving, decrease and removal of cool qualification of employees and military personnel of law-enforcement bodies (further – Rules) determine procedure for assignment, increase, confirmation, decrease and removal of cool qualification of employees and military personnel of police, criminal executive system, military and investigative divisions of law-enforcement bodies, and also assignments, increases, confirmations, decrease and preserving cool qualification of the military personnel of National guard of the Republic of Kazakhstan (further – NG).

Chapter 2. Cool qualification of employees and military personnel of police, criminal executive system, military and investigative divisions of law-enforcement bodies

Paragraph 1. Procedure for assignment, increase, confirmation, decrease and removal of cool qualification to employees and military personnel of police, criminal executive system, military and investigative divisions of law-enforcement bodies

2. Assignment, increase in cool qualification of employees and military personnel of police, criminal executive system, military and investigative divisions of law-enforcement bodies of the Republic of Kazakhstan (further – employees and the military personnel of Department of Internal Affairs) is made following the results of academic year, for the purpose of stimulation of professional skill of each employee and the serviceman of Department of Internal Affairs.

3. Depending on the level of professional office and physical training, experience and service length, in law enforcement and special state bodies, military and public courier service, and also conditions of office discipline to employees and the military personnel of Department of Internal Affairs, are consistently appropriated the following cool qualifications:

"The specialist 2 classes" – to the employees and the military personnel of Department of Internal Affairs having service length at least five years (for the staff of front divisions and the younger commanding structure of Department of Internal Affairs – at least three years), who sustained necessary threshold level by types professional office and physical training according to criteria, stipulated in Item 20 these rules;

"The specialist of 1 class" – to the employees and the military personnel of Department of Internal Affairs having cool qualification "The specialist 2 classes", service length at least seven years (for the staff of front divisions and the younger commanding structure of Department of Internal Affairs – at least five years), who sustained necessary threshold level by types professional office and physical training according to criteria, stipulated in Item 20 these rules;

"The specialist of 1 class – the mentor (master)" – to the employees and the military personnel of Department of Internal Affairs having cool qualification "The specialist of 1 class", service length at least ten years (for the staff of front divisions and the younger commanding structure of Department of Internal Affairs – at least seven years), who sustained necessary threshold level by types professional office and physical training according to criteria, stipulated in Item 20 these rules.

4. Assignment, increase in cool qualification is performed in case of general service length in law enforcement and special state bodies, military and public courier service of the Republic of Kazakhstan.

At the same time, cool qualification "The specialist of 1 class – the mentor (master)" is appropriated to the persons which arrived to service to Department of Internal Affairs from state bodies and appointed to the executive positions, determination of cool qualification which it is performed by the Minister of Internal Affairs of the Republic of Kazakhstan specified in the subitem 1) of Item 21, the subitem 1) of Item 36 of these rules.

5. To graduates of the departmental organizations of formation of law enforcement and special state bodies, armed forces, other troops and military forming the period of training is set off in general service length for assignment of cool qualification.

6. The available cool qualification is confirmed by the order of heads of bodies (divisions) of internal affairs in case of position assignment with establishment of the corresponding allowance:

to the employees and the military personnel of Department of Internal Affairs who are at the disposal over two months, in child care leave, studying on full-time in the departmental organizations of formation of the Ministry of Internal Affairs of the Republic of Kazakhstan (further - the Ministry of Internal Affairs) and foreign countries within the arrangement, the Department of Internal Affairs attached to state bodies and the international organizations and appointed again to positions;

to persons which arrived to service to Department of Internal Affairs according to the procedure of transfer (sending out on business) from other law enforcement and special state bodies, armed forces, other troops and military forming, the public courier service;

to the persons dismissed from law enforcement and special state bodies, military and public courier service and again employed in Department of Internal Affairs;

to persons recovered on service by a court decision.
